About the Position: Serves as the senior Psychological Operations (PSYOP) Strategic Plans and Programs Manager for United States Southern Command (USSOUTHCOM).

Duties

Serve as the senior Psychological Operations (PSYOP) Strategic Plans and Programs Manager for United States Southern Command (USSOUTHCOM). Track latest science and technology advances dealing with social media, internet, and all electronic media platforms to advance and maintain latest online capabilities. Determine the impact of adversary PSYOP and other media operations, to include cyber, in the USSOUTHCOM AOR and prepares Concepts of Operations (CONOP), plans, and strategies to respond. Provide input to Cross Domain Synergy to achieve joint force commander's objectives in defeating threat asymmetric efforts in the information environment. Perform duties as Contract Officer Representative (COR) for all USSOUTHCOM MISO contracts. Coordinate contract funding and approval with Headquarters Staff Responsible for developing, synchronizing, integrating, and coordinating comprehensive strategic and operational MISO Plans that support and facilitate national defense strategies and goals in the USSOUTHCOM AOR. Anticipate and forecast plans requirements for the Command's Strategic Planning Processes. Draft MISO Programs, Plans, Objectives, Subobjectives, and Series Leads OPTs to support implementation of execution orders, plan orders, task orders, and the like in support of deliberate, contingency, and crisis operations. Annually prepare a funding report to OUSD-P for submission to the U.S. Congress as a MISO VOICE-funded Congressionally mandated program. Track itemized expenditure of multimillion-dollar VOICE Program allotments. Draft arguments memorandums on behalf of CDRUSSOUTHCOM and Resources and Analysis Directorate to engage Congress and OSD for MISO funding requirements. Responsible for Identifying, planning, organizing, budgeting, scheduling, directing, and coordinating all special studies, contracts, projects, and related actions to ensure MISO mission and mission support program objectives are met. Use leadership expertise to assist in establishing work priorities and assigning tasks and projects to branch action officers based on priorities, difficulty and requirements of assignments, and employees' capabilities. Previous PSYOP/MISO (Psychological Operations/Military Information Support Operations) training and experience is highly desired.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret Security clearance.
  • This position has a mandatory drug testing requirement. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes previous PSYOP/MISO (Psychological Operations/Military Information Support Operations) training and experience. Understanding, analyzing, judging, and reasoning through complex strategic national security problem sets, challenges, and guidance, and knowing how to draw from these concepts, COCOM MISO objectives, end states, and resource requirements. Experience with MISO planning and execution, from national to tactical levels; working with national level programs supporting the 36 countries located within USSOUTHCOM's geographical area and having expert knowledge of the political, economic, and social dynamics of the countries and their peoples in the region. Experience working in and with the U.S. military command structure and its policies and procedures (Joint Staff, COCOMs and Military Departments), missions, agency programs, and organizational relationships; planning and executing a budget in the tens of millions of dollars; producing extensive multiyear, multilayered MISO concepts for multiple threat venues and anticipated incorporation of science and modernization conditions and strategies. Know how in providing oversight of staff coordination and processing of MISO planning activities in support of plans, contingencies, crisis, and Operations, Activities, and Investments (OAI); prior experience being responsible for the development, administration, and execution of joint programs to resolve a wide variety of complex, sensitive force modernization issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
