Under the direction of the Secretary of Defense, the Undersecretary of Defense for Policy, and pursuant to the 2015 National Defense Authorization Act passed by Congress, the Defense Prisoner of War/Missing Personnel Office, the Joint POW/MIA Accounting Command, and the Life Sciences Equipment Laboratory were combined in January, 2015, into the Defense POW/MIA Accounting Agency.

Duties

Incumbent typical work assignments may include the following: - Serves as the Director for Outreach & Communications and as an expert adviser on communications-related matters for DPAA. - Resolves communication relations issues, concerns, and assistance requests received from the POW-MIA constituencies, American active duty servicemembers, the U.S. Congress, the American public, special interest groups, and non-government agencies on DoD POW/MIA policy issues. - Plans and schedules ongoing work on a daily to annual basis and directs assignments of similar duration. Improves and modifies work methods and procedures; oversees development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize. - Formulates development, advises OSD senior leadership, and facilitates the communication of DoD POW/MIA policies to all constituencies. - Responsible for implementing the mandate of the National Defense Authorization Act of2010; incumbent coordinates with the Director of Policy and Plans, the Chief information Officer, and the Asia/Pacific and Europe/Mediterranean Directors on the development of electronic case files.

Requirements

  • The incumbent must adhere to DoD Standards of Conduct
  • Must be able to obtain and maintain a Special Background Investigation (SBI) and favorable adjudication by a determining authority and must be eligible for a TOP SECRET clearance and access to Sensitive Compartmented Information (SCI).
  • A non-disclosure agreement must be signed.
  • Incumbent must pass pre-employment drug testing and is subject to random drug testing IA W DODI I 010.9 and WHS AI 17.
  • Incumbent shall comply with all DoD, WHS and DPAA directives, instructions, orders, policies and regulations.
  • Incumbent is required to file an annual Confidential (OGE-450) Financial Disclosure Report.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Specialized Experience: For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service. Specialized experience (1) consulting and participating in DPAA and other DoD planning efforts; (2) preparing speeches, talking papers, and articles for publications on POW/MIA issues; (3) resolving communication issues, concerns, and assistance requests received from the POW/MIA constituencies; (4) and providing technical expertise in releasing declassified, redacted, and sensitive-but-unclassified information and intelligence. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
