This Lead Financial Manager position is in the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). The Deputy Assistant Secretary of Defense (Chemical and Biological Defense) (DASD(CBD)) is the principal advisor to the Assistant Secretary of Defense (Nuclear, Chemical and Biological Defense) (ASD(NCB)) for all matters concerning physical and medical chemical and biological defense as well as the associate infrastructure.

Incumbents typical work assignments may include the following:
The incumbent interacts with the Office of the Secretary of Defense (Comptroller), the Chemical and Biological Defense Programs (CBDP), Analysis and Integration Office, and other CBDP components to develop, recommend, and execute CBDP fiscal policy and procedures.
Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations (Research, Development, Test and Evaluation, Defense-Wide (RDT&E)).
Assists the CBD Resource Director with strategic budgetary planning and execution. Conducts and supports financial analyses to support the Assistant Secretary of Defense for Nuclear, Chemical, and Biological and DASD(CBD) decisions and management of the Program, Planning, Budgeting, and Execution process.
Prepares and reviews major reports or policies of the organization for internal and external distribution. Provides solutions to broad organizational issues. Ensures a cooperative teamwork environment.
Leads/guides workforce in achieving organizational goals.
Participates on high-level teams.
Conducts briefings on financial management related subjects at all echelons of the Department of Defense.
The incumbent takes all necessary steps to respond to inquiries and marks from Congressional committees.
Requirements

- Must obtain/maintain a Special Sensitive (Top Secret/SCI) security clearance

- This position requires a Business - Financial Management - Advanced Level 4 acquisition certification. You will have 48 months to achieve this certification

You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Recommends solutions to financial and budget problems in the administration of a financial management program.
Evaluate financial management, laws, budgeting and analytical concepts, methods, techniques, principles, and practices to determine the impacts for continuous changes in program plans on the accomplishment of Chemical and Biological Defense Program's diverse mission and programs.
Comprehension with Research, Development, Test and Evaluation, Defense-Wide (RDT&E), Procurement appropriations, the Future Years Defense Program (FYDP) and Program Element (PE) structures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
