This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Financial Management Office (FMO). The incumbent analyzes systems operations and, financial and budgetary data, improves overall systems and procedures, and provides financial information to the Chief Financial Officer.

Duties

Prepares reports with financial data for the Chief Financial Officer, Financial Management Office, and OIG Components. Develops and executes Oracle database queries in order to provide financial data in support of internal and external audits, as well as other data inquiries. Identifies, prepares, and reviews system requirements and designs to ensure user needs are met or to address impacts by new financial regulations on the core financial and reporting systems. Maintains key system tables, and develops and executes test scripts for financial system software deliveries. Processes financial transactions in the OUSD(C) and/or OMB financial management systems Conducts studies on financial management system(s) in order to modify and leads the implementation of implement automated accounting systems or supporting applications, and automation of processes. Analyzes and evaluates DOD and OIG procedures, policies, and other issues related to financial systems. Serves as COR for the OIG financial management and accounting systems. Identifies opportunities to improve business processes, recommending and implementing changes through automation that will optimize the operations within the OIG financial management and accounting systems.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a Security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • Applicant must be able to obtain and maintain the DoD Financial Management Certification Level (2) within a maximum of two (2) years after initial entry into the certification program.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience:One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing Oracle database or similar database queries to obtain various financial data; conducting studies on financial management system(s) in order to modify and implement automated accounting systems or supporting applications; performing and visualizing advanced and predictive analysis in Excel, Tableau and evaluating finance and accounting operations to ensure efficiency and compliance. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
