Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
The incumbent reports to the Senior Vice President (SVP) & Chief of Staff (COS). In the absence of the SVP & COS the Deputy Chief of Staff (COS) leads and manages the Office of the Chief of Staff programs for EXIM. In partnership with the SVP & COS, the Deputy COS provides leadership, direct supervision, and management support to a team of career and political staff; Tracks key operational and policy issues; Coordinate and track agency's strategic priorities and the OCOS priorities and objectives; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for the Office of the Chief of Staff; Continually monitors and evaluates budget, fiscal, and administrative controls to manage the Office of the Chief of Staff programs and services.
Duties include, but are not limited to:
In the absence of the SVP & COS, serves as the Senior Leader (SL) official to the President and Chair of EXIM on substantive policy, program, political and external agency engagement issues; Oversees the daily activities of the Office of the President and Chair and the OCOS; and develops EXIM policies and business processes/plans.
In the absence of the SVP & COS, responsible for onboarding, offboarding and interfacing with the Presidential Personnel Office (PPO) on all political appointments (PAS, non-PAS and Sch C).
Manages and oversee the day-to-day functions, operations, and programs of OCOS according to the views and priorities set forth by the SVP & COS.
Establishes OCOS performance standards; recommends and reviews existing agency operating policies, processes, and procedures to update and/ or develop new agency operating policies, processes, and procedures as needed.
Sets priorities and holds other senior level officials and managers accountable for ensuring that agency goals and objectives are accomplished in accordance with EXIMs strategic plan. Makes decision that directly contribute to the strategic outcomes of EXIM and support and further the work of OCOS.
Provides continuity of front office operations between Administration and/or during transitional leadership to ensure that EXIM's work is supported at all times. Leads and supports the agency's Administration/ Presidential transition by serving as the transition chair and executive director providing oversight to the transition team. This includes setting goals and deliverables for the transition; manages and leads the day-to-day operations while ensuring execution on the high-level goals of the agency; assembling and organizing the transition team staff; assigning responsibilities among the team members; developing a project plan to guide the team through the entire transition process; and establishing relationships with Congress, the current administration, General Services Administration (GSA), the Office of Government Ethics (OGE), the Federal Bureau of Investigation (FBI) and the Office of Personnel Management (OPM).
Performs special projects as requested by the SVP & COS. Such projects can include analytics of EXIMs operations, authorizations, Medium- and Long-Term applications, events held to educate small - and medium-sized businesses on EXIM services and products, the creation of special reports, responses to congressional inquiries, etc.
Monitors the implementation of planned actions to accomplish operating and strategic goals. Oversees the overall planning, direction, coordination, and timely execution of long-range strategic planning for EXIM. This includes the development, assignment, and measuring of EXIMs goals and objectives; the approval of multiyear and longer range strategic and agency performance plans/reports (APP); and the management of related organizational changes.

- The incumbent for this position will be subject to random drug testing once they begin working for EXIM.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).
Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.
MTQ 1 - Senior level expert skill and ability to communicate with senior officials verbally and written to build relationships across the organization, break down silos to convince audiences of all levels, including outside agencies and private sector representatives with divergent and conflicting views on issues involved.
MTQ 2 - Senior level management experience and skill in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services.
MTQ 3 - Broad experience and in-depth understanding of strategic and operational planning, including the development and implementation policy and procedures that includes and defines the financial, human capital, information technology and administrative management needs of the office.
MTQ 4 - Senior level knowledge of program/policy/project analysis and evaluation to conduct studies (concurrently or in sequence) that identify special program/policy/project requirements and determine how to correlate those requirements with mission objectives to assure management will have the evaluative material required for effectively directing EXIM operations.
MTQ 5 - Senior level knowledge of banking practices including credit and financial statement analysis; knowledge of conventional transaction processing methodology and general financial services management techniques.
