This position is located in the Department of Veteran Affairs (VA), Veteran Health Administration (VHA), Mid-Atlantic Health Care Network (VISN-6), Charles George VA Medical Center in the Home Based Primary Care (HBPC) and Non-Institutional Care (NIC) programs, which are aligned under the Geriatric and Extended care service line. HBPC is a specialized program which provides interdisciplinary health care to Veterans in their own home.
Duties
The incumbent participates actively in the management of the HBPC office by performing routine and miscellaneous administrative and clerical work.
Within the basic structure, the incumbent performs a variety of technical support duties that facilitate the work of the interdisciplinary team which includes the physician, nurse practitioners, nurses, social workers, occupational and physical therapists, dietitians, psychologists, and pharmacists who provide direct patient care.
The Advanced MSA is responsible for managing the office functions within the HBPC and NIC programs.
The MSA serves as a liaison between the Office of Information and Technology (OI&T) and HBPC/NIC staff to include submitting tickets, coordinating phone replacements, and serving as an ADPAC.
The MSA manages all aspects of office maintenance, to include ordering supplies, coordinating equipment inspections, tracking equipment inventory, requesting duplication orders, printing admission packets, scheduling meetings and rooms, placing Work Orders, picking up/delivering items throughout the campus, developing correspondence, scanning, faxing, and copying.
The Advanced MSA creates spreadsheets, enters data, and develops reports on a variety of program issues.
The incumbent is responsible for answering patient calls, assisting with issues that can be managed and contacting appropriate staff for clinical questions or concerns, ensuring all calls receive follow-through as indicated.
The HBPC/NIC Medical Support Assistant plans and carries out duties independently under the supervision of the HBPC Administrative Officer with ultimate responsibility under the HBPC/NIC Program Director.

Qualifications
To qualify for this position, you must meet the requirements listed below:
(1) BASIC REQUIREMENTS:(a) Citizenship.
Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
(b) Experience and Education.
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
OR,
Education. One year above high school;
OR,
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
(c) English Language Proficiency.
MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
(2) GRADE DETERMINATION: For GS-6 above the full performance level:(a) Experience.
One year of experience equivalent to the [GS-5] grade level.
(a) Demonstrated Knowledge, Skills, and Abilities: Resume must demonstrate KSAs below:
Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, [as well as resolving patient concerns.
Advanced knowledge of the technical health care process including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals as it relates to access to care.
Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

The full performance level of this vacancy is GS 6.
Physical Requirements: The work is mostly sedentary, requiring some walking, standing, bending and carrying of light items, the work is performed in an office setting.
