About the Position: This is a temporary position not to exceed 12 months with Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located in Washington, DC. Duties

Serves as senior water resources planner of the planning community practice for coordination and management of Civil Works activities. Provide expert advice to agency field activities on all matters pertaining to planning studies and evaluation of benefits. Serve as the facilitator for all planning actions for HQUSACE policy compliance processes within the Office of Water Project Review. Resolve policy issues and or /concerns in coordination with the divisions, directorates, Civil Works and Office of Management and Budget. Prepare and participate in briefings with Civil Works, Civil and Emergency operations, and the deputy commander on planning and policy issues for technical matters. Coordination with the Chief of planning and policy of assigned MSC on policy issues. In order to qualify for one of the occupational series listed above, applicants must meet minimum education and/or experience requirements listed below. Specialized Experience To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing consultation, planning, monitoring, evaluation and coordination to present, clarify, justify, or defend professional planning policies, procedures, standards, concepts and principles related to economic, social, environmental and engineering impacts of Civil Works water resources projects/programs; resolving novel and significant problems that sets local, state and federal precedents; and formulating new procedures, accomplishing appropriate coordination and/or makes recommendations for improvements to planning, design, economic, social, environmental and engineering that are often driven by new or existing legislation, technical policies and procedures that adapt all phases of practices for water resources programs/projects.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as technical expert in consulting, planning and evaluating expertise outside and within organization realm in influencing and defending Civil Works budgeting process and Civil Works water resources projects/programs development, execution and implementation; interpreting, developing policy planning guidance, professional engineering, scientific, economic and social regulations and other related environmental laws and policies such as the Civil Works Water Resources Programs and Water Resource Development Acts; analyzing and conducting studies to initiate, formulate, evaluate and examine trends and apply the information to policy development; and/or resolving controversial problems, conditions, or issues and make recommendations to determine solutions; and/or exercising judgment and initiative to articulate regulatory, procedural, guidelines and requirements of planning and policy at regional and national level.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
