This Supervisory Program Analyst position is located within the office of Human Capital Services (HCS), Veterans Benefits Administration (VBA), in Washington, D.C. The incumbent of this position serves as Supervisory Client Engagement and Integration Manager in the Executive Front Office and reports to the Director, Customer Experience Engagement Officer.

Duties

Major Duties: As the Primary advisor to key senior leaders, the incumbent serves as primary point of contact for HCS business lines on business matters relative to VBA communication and marketing content. Coordinates and integrates all legislative proposals and specific regulatory/procedural changes needed for successful implementation of HCS' communications and marketing vision. Plans and develop objectives and operations for new and existing programs within the scope of communications and marketing Staff program activities. Implements appropriate methods of securing required information and develops data from surveys, discussions with operating officials, legislative directives, policies, etc. Provides supervision over the work of a subordinate staff of highly technical specialists and support personnel. Sets priorities, plans, and coordinates work operations; develops internal procedures; interviews candidates and makes selections for positions; assigns work based on its nature and difficulty and on the abilities of staff members; gives advice and guidance on both work and administrative matters; evaluates performance; and recommends promotions, awards, reassignments, etc. Exercises substantial managerial authority in: (a) establishing or altering communication objectives in support of HCS goals and objectives; (b) making organizational and personnel changes to accommodate new projects or changes in existing projects; (c) revising or eliminating recommendations and conclusions contained in planning and programming documents; and (d) approving and/or modifying communication efforts in support of HCS plans, projects, and operating budgets. Develops policies and plans to implement immediate and long-range goals and objectives of HCS. Leads and participates in all phases of organizational and management activities; provides executive level oversight for the integration and life cycle management of communication, marketing, and business process to ensure viable support is available to sustain the business line programs. Works with stakeholders across organizations, functions and levels to build customer understanding and solve challenging problems, empower teams to move forward by developing metrics, measuring results, and integrating new methodologies into existing systems. Conducts management surveys, program evaluations and training visits to field stations to assist in improving operations, communications, marketing and to identify areas where program directives require modification. Plans, coordinates, and/or implements strategies for marketing or promoting communication goals and accomplishments. Aids and consultation to field offices in maintaining communication and marketing relationships and product development. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/29/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATIONS: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Demonstrate experience serving as the principal advisor to senior executive leadership on all matters involving organization-wide programming, procedures, and communications policy. Initiates, administers, and directs internal and external communications programs to meet various information needs in conformance with the overall mission and policies of the agency. Expert knowledge and mastery in the coordination, development, and execution of corporate strategic public information and communications plans, products, and activities on a national level that inform and educate targeted audiences about the programs, policies, activities, and initiatives of a large organization. Expert knowledge in the coordination, development, and implementation of communication principles, methods, practices, and techniques, analytical methods; interpersonal relations practices and editorial opportunities related to major communications initiatives. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is mostly sedentary. Some physical activity will be required when traveling.
