This position is located in the Administration Unit, Labor, Employment & Administration Section, Corporate Operations Branch, Legal Division and provides direct support involving human resources management, financial management and other administrative related services.

Duties
Assists the Chief in ensuring that work assignments are completed by the Unit in accordance with established priorities and policies in a timely manner.
Initiates, reviews, and monitors nationwide Legal Division personnel recruitment, appointment, detail, reassignment, and promotion actions for consistency with staffing goals, and ensures these actions comply with position ceilings established by the Legal Division. Assists with overseeing the posting of authorized vacancies and the onboarding/exiting of staff. Ensures that position management practices are in compliance with labor/management agreements.
Serves as an advisor and subject matter expert to Legal Division senior management and employees located at headquarters or regional/area offices on the development, interpretation, and implementation of financial, personnel, administrative, and program management policies, plans and procedures related to budget, recruitment and staffing, rewards and recognition program administration, travel, training, and procurement.
Serves as a liaison with the Division of Finance (DOF) and the Division of Administration (DOA) on issues related to financial and personnel management or other technical and administrative issues.
Prepares and analyzes data from various computer databases and relevant sources for producing ad hoc reports and for use in complex tracking reports and spreadsheets that are utilized by the General Counsel and other senior managers for discussions with DOF, DOA, CFO, and the Chairman.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service.
Specialized experience is defined as experience overseeing or completing tasks related to personnel management and administrative program operations in at least four (4) of the following areas: recruitment and staffing; workforce/position management, data analysis and reporting, performance management, time and attendance, federal purchase card program, and office space/facilities management.
