This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC Financial Management Directorate. The incumbent will be responsible for serving as a team subject matter expert of indirect cost reviews, providing services and guidance to external customers and team members.

Duties

Reviews and negotiates indirect cost rate proposal submissions from various entities. Evaluates issues identified during the negotiation process and seeks agreement with non-federal entities on rate acceptance. Researches indirect cost issues and ensures compliance with federal policy guidance. Provides customer support in the application of indirect cost related concepts, principles, practices, laws and regulations to negotiate solutions to complex problems.

Eligibility Requirements: In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met: Be a U.S. citizen; Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years. Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study. In addition to the eligibility requirements for the Pathways Recent Graduates Program listed above, all applicants must meet the basic education requirement and one of the following qualifications for the Auditor, GS-0511-09: Basic Requirement: The GS-0511 series requires applicants to possess a qualifying degree or combination of education and experience as defined below. This is in addition to also meeting the specialized experience requirements. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION. In addition to meeting the basic eligibility requirements, applicants also meet the following specialized experience requirement. At the GS-09 level, you must meet the following qualification: - One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes experience with reviewing accounting principles, practices, methods, or techniques to perform a variety of accounting assignments in government or non-profit or private sector organizations OR - 2 years of progressively higher-level graduate education leading to a master's degree or master's equivalent graduate degree OR - A combination of experience and education as defined above which equals 100%. For example, I have 6 months of experience at the GS-7 or equivalent level and 27 semester hours of accounting or auditing graduate-level education. Only experience and education obtained by the closing date of this announcement will be considered. A combination of education and/or experience may substitute for the specialized experience requirement. Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.
