Duties

This Program Analyst position is located Operations Support (SO), Enrollment Services and Vetting Program (ESVP), Vetting Programs Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applies a variety of quantitative and qualitative analytical and evaluative methods to assess program operational efficiency, effectiveness and viability. Analyzes are used to identify program areas or elements not producing desired or optimal results; the incumbent develops recommendations, based on data, for improvements. The supervisor sets overall work objectives and provides limited direction; the incumbent makes decisions on the design of plans and evaluates circumstances and data available. Reviews laws, regulations, and polices to assess, evaluate, and advises on adopting sustainable practices for assigned program(s) and/or projects. Analyzes and interprets policy guidance and assists managers and employees in applying guidance to program operations, including new approaches and flexibilities consistent with underlying statutory or higher authority directives. Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs. Contributes to the development of long range strategic and short range tactical organizational goals, objectives and resource requirements. Conducts studies that may impact other programs, projects, or processes or that cross functional or organizational lines. Initiates, tracks and follows up on cases and studies, ensuring timely completion and regulatory compliance. Work includes gathering and organizing information on problems or procedures, evaluating alternative resolution methods and presenting recommendations for improvements. Proposed solutions for complex problems, for which previous resolutions were not adequate, may require application of modified standard methods and techniques. Creates reports, informational summaries, briefings, and other written materials for internal and external stakeholders. Develops technical and training materials to support implementation of program changes, and general program execution. Develops and provides formal and informal presentations and briefings on program operations and activities for variety of audiences, including senior management and external stakeholders. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Performing program and project management activities to include planning, developing milestones and timelines and establishing priorities that align to an agency's goals; and) Evaluating programs and projects to ensure adherence to federal and/or agency regulations; and) Using analytical and evaluative methods to review and analyze systems and processes to determine program effectiveness. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Performing program and project management activities to include strategic planning, establishing priorities that align to an agency's goals, and) Evaluating program and project adherence to federal and/or agency regulations, developing milestones and timelines; and) Using analytical and evaluative methods to review and analyze systems and processes to determine program effectiveness and make recommendations to improve deficiencies; and) Facilitating and supporting Integrated Process Teams (IPTs) across numerous offices for various initiatives, projects or programs within an agency. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
