Duties

This Program Analyst position is located Enrollment Services & Vetting Program (ESVP), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluates program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. Reviews, analyzes, and evaluates the systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered, lack of resources, adequacy and validity of factors and standards, and need for revision of schedules. Investigates variances from established system standards and schedules revealed by analysis and evaluation. Selects and applies program management techniques in coordinating, establishing and reporting accomplishments of assigned programs. Evaluates policies, procedures and regulations for applicability and compliance. Establishes and maintains schedules and milestones consistent with program objectives. In close coordination with management, participates in the formulation of project plans to establish realistic schedules, business requirements, milestones and accomplishments. Prepares analyses with recommended actions, designs and prepares reports and spreadsheets, and presents briefings to managers on study findings and recommendations. Applies a wide range of qualitative and quantitative methods for the assessment of the programs and associated IT systems, and identifies areas needing special emphasis or improvement. Develops and provides effective methods to task, review, and assess support work, solves managerial and business problems, answers a wide range of formal and informal questions and data calls from all levels of operations, management, customers, and performers, evaluates support work (taking corrective action as required) and assures that management objectives are understood and met, within the scope of delegated authority and available resources. Formulate projects and recommend assessment criteria for the evaluation of TSA operational programs and contributes to the performance of meeting mission requirements. Develops and recommends project plans based on leadership and stakeholder requirements and priorities, and ensures business features are implemented accordingly. Reviews and analyzes accomplishment of TSA programs by development and analysis of reports, projects, and other resourceful information. Identifies existing or potential problem areas and recommends corrective action or preventive measures. Organizes, manages, and presents information to include both formal and informal recommendations via oral and written communication. Resolve issues and concerns of special projects. Recommends course of action to implement solutions to problems identified. Influences higher officials to implement findings and recommendations to ensure program objectives are achieved and schedules are consistent with program plans. Works closely with high level personnel at TSA Headquarters, internal and external stakeholders, other government agencies, and contractor personnel. Attends meetings, briefings, monthly program reviews, etc. with other members of the headquarters staff. Responds directly to issues or provides explanations/comments on issues of discussion. Briefs technical leads on issues or concerns and presents recommended actions. Serves as expert consultant on all phases of the planning and programming functions and related activities to coordinate the work and resolve issues and concerns. Recommends course of action to implement solutions to problems identified. Influences higher officials to implement findings and recommendations to ensure program objectives are achieved and schedules are consistent with program plans. Provides advice and assistance to staff to assist in the making of decisions leading to improved planning and operation. Also provides information and decision briefings to influence upper management in programmatic areas. May be required to use persuasion to convince the analysts, supervisors, and managers to accept and implement findings and recommendations. The major duties described reflect the full performance level of this position. Typically, the lower pay band (H band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Establish methodology and procedures for compiling, consolidating, reviewing, analyzing, tracking and editing Engineering Workflow Management (EWM) work requirements, and related documentation necessary to develop plans covering requirements; And) Apply a wide range of qualitative and quantitative methods for the assessment of an EWM project, and identifies areas needing special emphasis or improvement. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized experience defined as: Develop new processes, policies, procedures and methods required for the administrative management, control, and maintenance of the IBM Engineering Workflow Management (EWM) Business Requirements Prioritization Process (BRPP) project; And) Establish and maintain schedules and milestones consistent with program objectives; coordinate with management, participate in the formulation of project plans to establish realistic time schedules, resource requirements, milestones and accomplishments; And) Prepare analyses with recommend actions, designs and prepare reports and spreadsheets, and presents briefings to managers on study findings and recommendations; And) Establish methodology and procedures for compiling, consolidating, reviewing, analyzing, tracking and editing the Engineering Workflow Management (EWM) Business Requirements Prioritization Process (BRPP) work requirements, and related documentation necessary to develop plans covering requirements. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
