This position is in the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS), Office of the Associate Administrator (AA) for Pipeline Safety. The Chief of Staff (COS) serves as a key advisor to the AA and ensures the smooth operation of the day-to-day functions of the AA’s office and of OPS as a whole. Duties performed by the COS will have major program implications.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in strategic plans, business operations, Key Performance Indicators (KPI) and measurements. Experience reviewing pending legislation, regulations, and policy and advise on the impacts of changes. Experience developing and reviewing policies for implementation, as well as providing recommendations for improvement and risk analyses. Experience overseeing and guiding strategic business initiatives from ideation to implementation. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Teamwork: Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Written/Oral Communication: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Strategic Thinking: Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
