This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for developing the methodology and publish the management plan for the creation of an integrated DSCA Enterprise Architecture (EA), consisting of architecture products prescribed from the application of the Federal CIO Board guidelines, GAO Studies, Clinger-Cohen Act, Federal, DoD and DSCA policies
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As an INFORMATION TECHNOLOGY SPECIALIST (ENTARCH) at the GS-2210-14 some of your typical work assignments may include:
Define enterprise-wide architecture documentation standards, principles, and policies.
Serve as a program/project manager within EA for actions concerning the DSCA EA program by assigning, reviewing, and coordinating EA projects and actions cutting across or influencing all DSCA Components.
Determine gaps between current and target architecture and develop plans for transitioning to target architecture.
Perform Systems Engineering duties such as reviewing & evaluating solicitations, proposals, and system designs to ensure that all information systems are in compliance.
Provide technical support, advice, guidance, and direction for preparation of information system plans, systems design plans, and specifications for major complex, critical DSCA and SCE systems.
Prepare, review, and approve major reports or policies of organization for internal and external distribution.

Qualifications
You may qualify at the GS 14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Conducting analysis planning, designing and managing enterprise architecture to align technology, processes and systems to an organization's mission.
Developing and implementing enterprise architecture strategy, that aligns data management strategy, technology modernization, and other IT-related strategies and plans.
Developing Information Technology (IT) architecture standards, implementing governance framework and supporting portfolio management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
