CPAC provides a broad range of business services and oversight in support of VISN and VAMC operations that include: Billing (Inpatient, Outpatient, and Specialty Services); Collections (First and Third Party); Pharmacy Claims Processing; Accounts Receivable Management (Denials Management, Open Account Follow-up); Customer Service (First Party Debt Management); Financial and Performance Reporting; Patient Access (Preregistration); Insurance Identification and Verification; and Quality Assurance.
Duties
Duties Include:
Implements training of process improvements and evaluates and monitors of performance measures for various revenue cycle activities.
Monitors intake functions as related to revenue, and compliance.
Analyzes complex problems, gathers, and collects the necessary information, establishes the facts, and takes or recommends actions.
Interprets guidelines and uses independent judgment to best assist Veterans and their family members and comes to a resolution regarding their patient billing, eligibility, insurance and care provided at the VAMC or Community Care (CC) programs.
Identifies potential billing cases and optimize collections for the CPACs.
Monitors trends and patterns in the areas of Reason not Billable and denials.
Monitors performance measures associated with the VHA revenue cycle to ensure maximization of collections and compliance with revenue activities.
Maintains strong business relationship with the VAMCs and VISN(s) assigned using reporting tools and ongoing verbal and written communications.
Assigns work to Facility Revenue Managers throughout the CPAC, based upon program priorities, subordinates' capabilities, and assignment requirements.
Maintains standards for the performance, standardization, and consistency of work assigned to subordinate staff.
Conducts periodic evaluations of the work performance of subordinates.
Implements CPAC, VISN and VAMC policies and procedures that guide and support the delivery of revenue operations.
Provides advice, counsel, or instructions to employees on administrative and technical matters.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday- Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring intake functions as related to revenue, and compliance. Assist Veterans and their family members regarding their patient billing, eligibility, insurance, and care provided at the VAMC or Community Care (CC) programs. Integrates and standardizes business functions that include but not limited to revenue data validation, customer service, revenue, and utilization review. Identifies potential billing cases and optimize collections for the CPACs. Monitors trends and patterns in the areas of Reason not Billable and denials. Monitor performance measures associated with the VHA revenue cycle to ensure maximization of collections and compliance with revenue activities. Maintains strong business relationship with the VAMCs and VISN(s) assigned using reporting tools and ongoing verbal and written communications. Assigns work, based upon program priorities, subordinates' capabilities, and assignment requirements. Conducts periodic evaluations of the work performance of subordinates. Implements CPAC, VISN and VAMC policies and procedures that guide and support the delivery of revenue operations. Provides advice, counsel, or instructions to employees on administrative and technical matters. OR, successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position OR, A combination of successfully completed doctoral level education and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work involves intense concentration for long periods of sitting with some walking. Must be able to work for long periods on a personal computer.
