Duties
This position is located in our CFO/Management Division, Office of Human Resources. As a Supervisory Human Resources Specialist, you will:
Exercise full administrative authority for subordinate employees. Administrative authority and oversight of OHR recruitment, discipline, and performance related activities for subordinate supervisors and employees in accomplishing objectives and fulfilling human resource management program demands. Provide guidance and make decisions on work problems presented by subordinate supervisors, leads, or similar personnel, or by contractors.
Provide comprehensive human resource management services to FinCEN's workforce. Direct programs and subordinate staff concerned with providing advice and guidance in addition to administering the following human resources management functions: Human Capital, Workforce Planning, Benefits, Retirements, Classification and Recruitment Placement.
Approve subordinate OHR manager(s) and employee(s) performance goals for consistency with the Bureau's strategic objectives. Approve all training and procurement requests for OHR. Reviews, approve and submit all external correspondence and data call responses.
Use subordinate supervisors, leaders, team leads or comparable personnel to direct, coordinate and or oversee OHR work; exercise full OHR responsibilities in dealing with or advising management officials of higher rank in other units or divisions throughout FinCEN, Treasury and other Government Agencies; Ensure reasonable equity of performance standards and rating techniques developed by subordinates; direct major OHR program segments with significant resources; evaluate subordinate supervisors or leads and serves as the reviewing official on evaluations of both nonsupervisory and supervisory employees rated by subordinate supervisors; and approve OHR selections for subordinate supervisory, nonsupervisory, lead or project lead positions responsible for coordinating the work of others.
Develop and administer innovative human resource management programs tailored to the requirements of a complex, regulatory organization with an extremely diverse workforce that encompasses a wide variety of occupations and grade levels. Serve as a focal point and change agent for proposed reforms to human resource management programs and processes. Develop long-range strategic plans for human resource management re-engineering and innovation.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:
- Independently providing detailed technical advice/consulting support to senior agency managers specific to Title 5 in at least 6 of the following areas:
Human Capital Strategy
Human Capital Evaluation
Workforce Analytics
Talent Management
Recruitment and Placement/Staffing
Position Management and Classification
Pay Setting and Administration
Benefits and Compensation

- Leading or supervising the work of HR staff members; OR
- Identifying and using metrics to support HR initiatives, recommendations, decisions or programs.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
