This position is part of the Defense Media Activity. The incumbent will be responsible for performing the duties of broadcasting by live control room switching and/or video server delayed playback of all television programs distributed via the 24-hour-a-date worldwide AFRTS SATNET.
Duties
As a Audiovisual Production Specialist at the GS-1071-11 some of your typical work assignments may include:
Executes source changes and live edits through control of complex broadcast equipment, conforming precisely to predetermined broadcast schedules, resulting in instantaneous switching between television signal sources used to program the 24-hour-a-day broadcast operation of the AFRTS SATNET.
Responds to fast-breaking, news-making international/national events requiring creative program
changes in the broadcast schedule, exercising sound judgment and editorial decision-making to
determine if the events warrant immediate disruption of scheduled program or delay and insertion when appropriate.
Develops and airs video crawls to inform audiences about last-minute programming changes and other operational matters.
Responds to incoming calls/messages requiring decisions about viewer access, program re-feeds and/or changes to incoming programming announced during shift.
Responds to program changes due to technical difficulties, non-receipt, or alterations to internal format.
Records incoming digital and analog television programs from network fiber optic and satellite
transmission sources.
Enters data into automated control systems by computer keyboard for programming highly technical equipment to receive, store, and transmit radio and television signals.

- DMA is engaged in ongoing transformation activities. As such, this position may relocate to Fort Meade, Tobyhanna Army Depot or other DMA locations worldwide.
- The incumbent will be offered relocation assistance in accordance with the Joint Travel Regulation, Chapter 5, Part F.
- Incumbent must be able to work Shifts schedule. Shifts are assigned with overnight, weekend and holiday work required. On occasion, hours will extend beyond the scheduled end of shift.
- The incumbent must possess or be able to obtain and maintain a non-sensitive clearance.
Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Operating television master control switches, receivers, routers, and manipulate pay list;
Using prepping or editing software, flowing records to servers, operating linear software systems, and using other equipment for broadcasting of a variety of television service formats;
Working in complex television broadcast services environment which facilitates effectiveness, efficiency, and productivity of program operations and projects throughout a multifaceted broadcast activity.

B. Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1071 series.
Education
Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
