The position is located in the Architect of the Capitol, Office of the General Counsel (OGC). Serves as the primary legal advisor for all matters pertaining to Government Ethics and Environmental Law issues for the AOC.
Provides professional legal services to AOC managers and staff regarding a variety of legal issues including, contract, appropriations, real estate, legislative, constitutional, tort, labor, employment, equal employment opportunity (EEO), and workplace safety and health issues.

This position requires active membership in good standing of the Bar of the highest court of any State or the District of Columbia.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service.Specialized experience for this position includes having experience in 3 of the following:
(1) Experience resolving questions and providing accurate legal advice to both attorneys and non-attorneys on complex legal matters
(2) Experience analyzing facts and legal concerns presented, determining additional facts needed, and applying appropriate legal sources.
(3) Independently drafting legal documents and performing legal research.
(4) Providing advice, guidance, and liaison services on complex legal issues of the agency and other government organizations pertaining to Government Ethics.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.Specialized experience for this position includes having experience in 4 of the following:
(1) Experience resolving questions and providing accurate legal advice to both attorneys and non-attorneys on complex legal matters
(2) Experience analyzing facts and legal concerns presented, determining additional facts needed, and applying appropriate legal sources.
(3) Independently drafting legal documents and performing legal research.
(4) Providing advice, guidance, and liaison services on complex legal issues of the agency and other government organizations pertaining to Government Ethics.
(5) Providing advice on environmental law issues and representing an organization in negotiations and proceedings with respect to such issues arising under various environmental laws (such as the Clean Air Act; Clean Water Act; and Comprehensive Environmental Response, Compensation and Liability Act)
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service.Specialized experience for this position includes having experience in all of the following:
(1) Experience resolving questions and providing accurate legal advice to both attorneys and non-attorneys on complex legal matters
(2) Experience analyzing facts and legal concerns presented, determining additional facts needed, and applying appropriate legal sources.
(3) Independently drafting legal documents and performing legal research.
(4) Providing advice, guidance, and liaison services on complex legal issues of the agency and other government organizations pertaining to Government Ethics.

To be qualified for this position, you must meet the basic educational and work experience requirements for Attorney-Advisor positions in the federal government. Applicants must:
(1) Position requires the possession of a professional law degree. Must be a graduate of an accredited law school with an LL.B. or J.D.; (from a full course of study in a school of law accredited by the American Bar Association or a state-accredited school of law)
(2) Be a current member in good standing of the bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and
Appointees must maintain active membership in good standing of the bar throughout their employment.
(3) Meet all specialized experience requirements as described in the vacancy announcement.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
