Duties

As a senior Human Resources Specialist for the Executive Office for United States Attorneys (EOUSA), the incumbent will provide program policy, technical guidance, and training on the staffing program to EOUSA senior leadership and the collective United States Attorneys' Offices (USAOs). EOUSA and the collective USAOs are comprised of nearly 13,000 employees located in 94 offices throughout the United States. Duties include: Interprets applicable regulations, laws, and/or prevailing practices and renders sound advice and assistance; Keeps leadership informed of major policies and programs under development; Provides expert advisory services and/or authoritative policy interpretations on highly complex issues; Assists and advises management in planning, establishing, and maintaining program activities and exercises initiative in developing additional activities designed to meet present and future requirements; Performs advisory services, short- and long-range program development and strategic planning activities in support of senior leadership; Participates in conferences, seminars, and meetings designed to inform managers and support staff of program changes, new developments, and to coordinate the implementation of new programs.

Requirements

Qualifications

GS-14: To be qualified for the GS-14 level, applicants must have at least one full year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is defined as providing advisory services and technical guidance to Human Resources practitioners and managers regarding complex Federal staffing and recruitment issues; provides authoritative policy interpretations on organization-wide staffing and placement program issues; developing staffing policies and procedures; and providing oversight of the organization's staffing program. Interagency Career Transition Assistance Plan (ICTAP) - The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
