The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Develop and maintain scalable data pipelines and build out new application programming interface (API) integrations to support continuing increases in data volume and complexity.
Collaborate with analytics and business teams to improve data models that feed business intelligence tools, increase data accessibility, and foster data-driven decision making across the organization.
Design and implement a data quality component within the data pipelines, develop and maintain data quality checks and alerts, and monitor data quality metrics and investigate discrepancies.
Create a comprehensive data catalog (metadata) encompassing all data structures within the data pipelines, and design and implement a system for storing and managing the data catalog.
Arbitrate critical decisions correctly considering data best practices, system realities, and feedback from numerous stakeholders.

Qualifications
Basic Requirement:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-12, within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience in understanding data needs and requirements; running standardized queries to extract data from data lakes and other tools; flexing between Python and JavaScript/Typescript; Application programing interface (API) development with RESTful APIs and API design principles; machine learning fundamentals of data warehousing experience (e.g., Snowflake, Redshift); data pipeline tools (e.g., Airflow, Luigi, or similar workflow orchestration tools); data quality tools (e.g., Great Expectations, Apache Spark (data quality checks); data cataloging tools (e.g., Apache Atlas, Collaborate); and observability tools (e.g., Prometheus, Grafana)

Education
There is no substitution of education for the qualifying experience at the GS-14 grade level
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
U.S. Department of Education .
