Duties

GS 09 - Conducts field visits to identify health and safety hazards for a variety of work processes, evaluates hazards and recommends appropriate controls, and effectively communicates findings and recommendations at the appropriate level. GS 09 - Assists industrial hygienist in collecting qualitative and quantitative environmental and occupational sampling and monitoring data. GS 09- Assists Industrial Hygienists, with maintaining supplies, conducting procurement of sampling and working order. GS 09 - Assists Industrial Hygienists in inputting data into an approved format. GS 10 - With moderate oversight performs design and plan analysis/reviews for compliance with environmental, health and safety requirements. GS 10 - With moderate oversight, assesses various work processes, evaluates exposures, develops, and advises on control measures and recommends modifications to work procedures to effectively control recognized hazards at the appropriate level. GS 10 - With moderate oversight, maintains supplies, conducts procurement of sampling and safety and health equipment, acquires laboratory services, and maintains equipment in good working order. GS 10 - With moderate oversight, collects environmental and industrial hygiene qualitative and quantitative data and inputs data into an approved format. GS 10 - With moderate degree of independence performs oversight to conducts field assessment to verify compliance with environmental safety and health standards and approved plans. GS 11 - With a degree of independence, communicates findings from document reviews, coordinates survey, performs field visits to identify health and safety hazards. GS 11 - With a degree of independence, evaluates hazards and selects appropriate controls, interviews field personnel, and effectively communicates findings and recommendations at the appropriate level. GS 11 - With a degree of independence, assesses various work processes, evaluates exposures, develops, and advises on control measures. GS 11 - With a degree of independence, maintains supplies, conducts procurement of sampling and safety and health equipment, acquires laboratory services, and maintains equipment in good working order. GS 11 - With a degree of independence, collects environmental and industrial hygiene data and inputs data into an approved format. GS 11 - With a degree of independence, conducts field assessment to verify compliance with environmental safety and health standards and approved plans. GS 11 - With a degree of independence, recommending modifications to work procedures to effectively control recognized hazards at the appropriate level.

Requirements

  • GS-09/10/11 - Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • GS-09/10/11 - Incumbent must pass physical for performing work in level "C" personal protection and maintain active participation in the Corps of Engineers medical surveillance program as mandated by OSHA.
  • GS-09/10/11 - Incumbent may be required to lift items weighing up to 25 lbs. unassisted or items weighing up to 50 lbs. with assistance in the regular performance of duties.
  • GS-09/10/11 - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
  • GS-09/10/11 - Incumbent may spend up to 40% of the time in travel or TDY status.
  • GS-11 Only - Incumbent must have completed and is current on, OSHA-mandated 40-hour training for hazardous waste site operations and emergency response training,
  • GS-11 Only - Incumbent must have completed and is current on, OSHA 30-hour Construction Safety Training, AHERA Asbestos Inspector and EPA Lead Inspector/Risk Assessor certification and state licenses.
  • GS-11 Only - Incumbent must have completed and is current on, DOEHRS-IH Training Certifications, CP-12 Certificate, and DOT/Hazardous Waste Manifest Training.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications for the GS-09 Grade Level: Specialized Experience: One year of specialized experience which includes typical of work performed at or equivalent to the next lower grade/level position in the federal service (GS-08) or equivalent experience in the private or public sector. Specialized experience includes (1) Knowledge of safety and health standards and requirements; (2) identifying and preventing environmental, safety and health hazards in the workplace; (3) Preparing hazard analysis or safety and health plan elements; and (4) practical experience providing safety and health recommendations to workers and/or managers. Minimum Qualifications for the GS-10 Grade Level: One year of specialized experience or equivalent at the next lower grade GS-09 in the federal service or equivalent experience in the private or public sector. Specialized experience includes (1) with moderate oversight, collecting, analyzing, and organizing environmental/occupational sampling or monitoring data; (2) with moderate oversight, performing site inspections and quality assurance visits for compliance with plans and specifications on field activities such as environmental sampling, building construction, hazardous material remediation, renovation, and/or demolition activities; (3) assisting a senior level staff with conducting complex surveys and preparing reports, and (4) assisting a senior level staff in preparing cost estimates and small scale procurements of sampling supplies and services. Minimum Qualifications for the GS-11 Grade Level: One year of specialized experience or equivalent at the next lower grade GS-10 in the federal service or equivalent experience in the private or public sector. Specialized experience includes (1) with a degree of independence, performing environmental/occupational sampling and monitoring activities and associated data organization, analysis, and reporting; (2) with a degree of independence performing site inspections and quality assurance visits for compliance with plans and specifications on field activities that involve environmental investigation or remediation. (3) with a degree of independence, preparing/reviewing elements of safety and health plans, standard operating procedures, sampling plans and reports; (4) conducting health and safety training, and (5) practical experience preparing sampling cost estimates, coordinating/conducting the procurements of sampling supplies and services.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
