As a Program Manager at the GS-0340-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for planning, directing, and overseeing the operation of the office assigned.

Duties

Serve as Branch Chief performing technical duties in accordance with FEHB authority and supports the Contracting Office in the negotiations of Federal Employee Healthcare benefits. Works with Federal, state healthcare and other insurance providers. Engages in internal and external stakeholders in the FEHB program. Develops and implements mechanisms for communication ensuring all staff members understand their responsibilities.

Qualifications

For the GS 14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in public or private sectors), which includes performing ALL the following activities: Perform contract administration responsibilities and negotiating with health insurance carriers or medical professionals; Sets priorities and individual tasks to achieve objectives, including deliverables and measures of success; Implements communication strategies to inform staff members and stakeholders of important information and to follow-up with staff, as required; Promotes strategic partnerships for developing solutions; AND Tracks and reports on project portfolio performance, providing a real-time, comprehensive, and prioritized view of all projects. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
