Senior Advisor: Serves as the top Missions Systems Test education advisor and senior technical consultant to the Commandant and Technical Director Curriculum Developer: Defines, integrates, and implements Mission Systems curriculum development for a graduate-level educational program. Ensures the TPS curriculum includes state-of-the-art test technology and continues to advance new concepts in flight and space testing and test education, test and safety planning, data collection and analysis, and reporting Master's Degree Educator: As a technical subject matter expert, educates students on how to conduct evaluation of new or critically modified aerospace vehicles/systems; gather, analyze, and draw data-driven conclusions; identify and characterize deficiencies; recommend corrective actions; and report on test results. This will be accomplished through teaching academic courses, leading simulator and/or laboratory sessions, and conducting space ops control room instruction National/International Technical Expert: Represents TPS, AFTC, and STARCOM as a recognized technical expert in Mission Systems Test at national and international symposia and conferences.   • Must be able to obtain and maintain a Top-Secret Security clearance and be eligible for SCI and SAP access
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series positions locatedhere SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences is a technical expert in one of the 4 major phases of the curriculum: Flight Sciences, Mission Systems, Space Sciences, or Test Foundations. Provides world-class leadership, expertise, guidance throughout the organization in the areas of instructional systems design, curriculum development and execution, organization and staffing, resourcing, training operations and management, and student programming Knowledge, Skills, and Abilities Advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures Expert professional knowledge of learning theory and psychology of learning including application of learning theories as it relates to systematic design, development, and validation of instructional programs Expert knowledge of advanced technical concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines Expert knowledge, skill, and ability to conduct ground and flight instruction of technical theory, modeling and simulation, test planning, test conduct, coordination and supervision, data analysis and evaluation, technical reporting, and administrative aspects of test programs. This includes classroom lectures, simulator sessions, laboratory exercises, test briefings/debriefings, and airborne/live-fly instruction Desired Skills: PhD in Aero Engineering, Mechanical Engineering, Electrical Engineering or Astro Engineering, prior teaching experience and/or simulator experience Graduate of a military Test Pilot School Flight Test Conductor and/or Test Director experience Active member of a professional organization such as AIAA, SETP, SFTE, ITEA, etc. Able to meet USAF flying class III physical requirements including the ability to fly ejection seat aircraft. Additional Position Requirements: It is highly desirable for the incumbent to have an PhD in Aero Engineering, Astro Engineering, Mechanical Engineering, or Electrical Engineering. It is required to have an MS in Aero Engineering, Astro Engineering, Flight Test Engineering, Mechanical Engineering, or Electrical Engineering OR be a graduate of a military test pilot school. In addition, they need to have at least five years of flight or space test experience as a military or civilian test pilot, space operator, combat system operator, or test engineer. Fifteen years of test experience can be substituted for an advanced engineering degree. Prior teaching experience and/or simulator experience is highly desired. May be required to perform certain flying duties associated with the teaching of the various courses. This person will be required to complete appropriate training (egress, ground and water survival, etc.) and will be required to instruct and evaluate student pilots, combat system operators, and flight test engineers on testing prototype or substantially modified aircraft; or to instruct and evaluate student space operators and test engineers on testing prototype or substantially modified space-domain systems. The work of this position exceeds the GS-13 and fully meets the GS-14 level. At the GS-14 level, the employee generates most of their own work and independently plans, organizes, and carries out studies. Their plans and proposals for major changes and/or new projects and programs are reviewed for priority, budget limitations, and for consistency with the broad objectives and policies of the organization. Review of their completed work is to assess degree of success in accomplishing objectives. The work has broad impact on a large number of education and training staff and students, usually in a department-wide technical training program or in an agency's or major military command's entire education and training program. The work of this position meets this description. Flight Physical Required (N/A Space Sciences): Flying duties require exposure to a dynamic and physically demanding flight environment. Incumbent must pass and maintain a Class 3 aviation Service Code (ASC) 9D flight physical (or higher) as directed by AFI 11-402 (paragraphs 1.52 and 2.12). Incumbent must be able to obtain and maintain a TOP SECRET level security clearance (Space Science Technical Experts must also maintain eligibility for SCI and SAP access).

Education

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
