This position is part of the U.S. International Development Finance Corporation (DFC), Office of Small Business and Financial Services. You will serve as an investment officer(s) supporting project eligibility screening, intake incubation, underwriting and analysis across an array of regions or sectors for new corporate financings in emerging markets from initial screening through due diligence, negotiating and structuring, approval, documentation, closing and disbursement.

Duties

Conducts the full range of new corporate and project financings and undertakes all tasks required to process transactions from initial screening through due diligence, negotiating and structuring, approval, documentation, closing and funding. Supports the analytical and procedural requirements of corporate finance including analyses of new loan proposals to determine their financial, technical, economic, legal, marketing, and political feasibility. Supports project eligibility screening, intake and incubation and finance underwriting and analysis across an array of regions or sectors. Works with and modifies sponsor-provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing. Reviews financial models and conducts sensitivity analysis to test project assumptions and key economic drivers. Consults with industry experts on various aspects of proposed projects and assists in the selection and procurement of consulting services. Obtains information through field visits, correspondence with officials of the host country, private firm representatives, USAID and Embassy personnel and other sources needed to analyze application for DFC financing. Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-12 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes: (1) evaluating the financial and economic feasibility of debt transactions for commercial/business activities; (2) conducting due diligence or evaluation of financing opportunities; AND (3) evaluating financial models for measuring credit or investment performance. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes: (1) evaluating the financial and economic feasibility of debt transactions for commercial/business impact investing activities in developing countries or international emerging markets; (2) structuring debt financing for transactions in developing countries or international emerging markets; AND (3) customizing or developing financial models for measuring credit or investment performance. Note: Education is not substitutional at these grade levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
