Duties
Drives and operates the utility controls of flanged wheel railroad repair equipment to perform a specialized segment or limited range of railroad maintenance.
Operates rail or track liner vehicles to align, space, and surface straight track and simple curves.
Operates mobile spike driving and tie pulling equipment to drive spikes into ties on both sides of both rails, to space ties, and to remove and inset ties.
Performs basic operators' maintenance on the equipment being used.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Incumbent must complete the Railroad Safety Course within 30 days of being appointed to this position and attend annual Railroad Safety Training refresher training.
Qualifications
About the Position: The Joint Munitions Command provides the Joint Force with ready, reliable, lethal munitions at the speed of war. JMC's mission is to support the production, storage, distribution, and demilitarization of munitions. This position serves as a Railroad Maintenance Vehicle Operator, WG-5738-07, located at the McAlester Army Ammunition Plant, which is a subordinate installation of JMC.
Position may be filled as a time-limited promotion or change to lower grade not to exceed (NTE) 1 year and 1 day by a current permanent Army employee. Time-limited promotions may be extended up to amaximum of five years. Time-limited changes to lower grade mayexceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Railroad Maintenance Vehicle Operator ~ without more than normal supervision. Must possess the ability to perform common Railroad Maintenance Vehicle Operator duties such as driving and manipulating the controls of railroad maintenance vehicles; use appropriate controls to start, accelerate, brake, stop, reverse, and position these vehicles, and give signals; and manipulate additional clutches, levers, and other controls to operate the utility features of vehicles to perform some of the following: Raise, lower, or position blades and tamping heads; propel a very heavy weight against a rail to align it; lift segments of rail and ties, or hold the track firmly in place; jack up the vehicle and turn it around (in place); tamp ballast or scrape track bed edges; dig holes for ties and pull ties into holes; remove, insert, space, and spike ties.- Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Moderate to heavy physical exertion is required in operating machines and tools used on track maintenance and in loading and unloading track materials (ties, rail, switch parts and other hardware). Operators also typically lift and move heavy items weighing 80 pounds and more. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two persons lift limit is 100 pounds and will only be used for single event, non-routine lifts.
WORKING CONDITIONS: The operator is exposed to a wide range of weather, and temperature conditions, high noise levels, fumes and odors from fuel, exhaust, lubricants, creosote, and possible accidents.
