The Southern Arizona VA is recruiting for an Administrative Officer in the Acute Care Service. The purpose of the Administrative Officer is to provide administrative support to all Acute Care Service programs, which include clinical and administrative areas, serving in an overall decision-making, policy development, resource planning role, and supervises administrative support staff; directing and coordinating the administrative, operational and planning activities for the Acute Care Service.
Duties
The major duties of the position include but is not limited to the following:
Developing or coordinating interviews, workplace climate improvement/activities based upon All Employee Survey data and development of action plan.
Ensure that performance ratings and awards are submitted in a timely manner in accordance with regulatory guidelines.
Review of HR systems to assure that administrative activities are in compliance with agency and regulatory requirements.
Formulate and execute of annual budget of general operating expenses.
Gather or analyze budget needs of the departments.
Assist in all phases of budgeting within administrative requirements.
Ensure that respective budgetary or fund control point responsibilities are met (e.g. managing obligations; following up on open obligations, no delinquent obligations or unauthorized commitments are incurred).
Develop improvements to administrative directives and policies.
Travel authorizations.
Time and attendance records.
Provide guidance on the interpretation and application of administrative directives or instructions.
Provide administrative planning and oversight for a variety of special programs.
Serve as the primary authorizer for all financial systems and sub-subsystems.
Execute the strategic planning and the execution of annual operating budgets.
Analyze or interpret workload and other data used in resource planning.
Organize and disseminate financial educational resources.
Coordinate the needs of the organization based on both long and short¬ range policies and plans.
Monitor, evaluate and plan to ensure efficient utilization of space based on constantly changing and ever- increasing program demands.
Compile, coordinate, and complete responses that relate to recurring, nonrecurring, and special reports requested ty VISN, Headquarters, congressional, state, and national organizations.
Provide personnel administration i.e. personnel processes including submission of personnel actions, grievance procedures, performance standards, and disciplinary actions as needed.
Advise and/or counsel to employees regarding policies, procedures, and directives of management.
Able to work with a variety of computer software program including Microsoft office suite, VistA, CPRS, VSSC data base, SAIL, VA share point other VA software programs.
Collaborate formulation of long and short-range administrative policies and plans to i.e. ensure program and/or provider compliance with performance standards and outcome measures.
Establish/develop procedures to meet unusual or unique standards and monitors current required materials to assist the Chief in satisfying requirements.
Analyze and/or develop recommendations to be used for staffing, workload distribution, budgeting, and other areas as identified.
Collaborate with Human Resources Management Service concerning i.e. equal opportunity, merit promotion, labor management relations, and position management and classification.
Work Schedule: Monday - Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) participating in the formulation of annual operating budgets; providing all administrative functions in support of a health care program, including human resources management, budget, finance, management and program analysis, office support services, and logistics; communicating to a wide variety of individuals internal and external to the agency; and providing advice, counsel, training or instructions to employees on work and administrative matters. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Note: You must submit copies of your transcripts for your education to be considered.). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of one full year of graduate level education) and specialized experience to meet the total experience requirements.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
