Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of Aviation Services, Aviation Safety and Evaluation Division, Boise, Idaho.
At the full performance level GS-11 the major duties of this position include, but are not limited to the following:
Serve as the SAFECOM cloud-based program manager and lead, manage, and direct all aspects of the website.
Develop standard queries and reports from the SAFECOM system for Bureau and Agency partners using Microsoft Structured Query Language (SQL), Excel and other available tools on a monthly, quarterly, yearly and ad-hoc basis.
Establish and cultivate cooperative working relationships with all pertinent stakeholders to include DOI Bureaus, U.S. Forest Service (USFS), National and Regional Aviation Managers, and other state and local aviation partners.
Prepare aviation mishap and program evaluation initial and final reports that are then provided to Bureau Executive leaders and Aviation Managers for review.
Manage report documents and materials to ensure the overall quality with specific attention to grammar, consistency across various documents, references, and accuracy of information.
Assist with research and analysis of aviation mishap investigations by retrieving data from multiple DOI, USFS and National Transportation Safety Board (NTSB) sources and transfer pertinent information into various report formats.
Perform project management duties such as producing progress budget reports, developing production schedule, assists in creation of the project charter, and enter financial data into electronic database using data from various sources.
Coordinate with Administrative Officer and meet with Division managers and assistants to advise on and recommend solutions to budgetary problems and needs.
Obtain and provide complex budget and accounting information to influence implementation of budgetary requirements.
Salary Range Information: Boise, Idaho:
GS-11: $72,553 - $94,317 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Minimum Qualification requirements for the series/grades to which you are applying.
A. Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (MUST MEET ALL):
Experience using the Safety reporting (SAFECOM or SAFEnet) system or comparable system;
Experience utilizing databases and developing reports, charts, and graphs;
Experience developing standard queries and reports using excel and/or other available tools on a monthly, quarterly, yearly and ad-hoc basis; and
Experience tracking, budgeting, and expenditure processes.

B. Education: Possess 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, or LL.M, if related.

C. Combination of Education and Specialized Experience: Possess a combination of graduate level education beyond the first 2 years of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
