This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive service positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as an Operations Research Analyst (Global Integration) in the Strategy, Policy, and Plans Directorate-Strategy and Strategic Planning Division in Miami, FL.
Duties
Use data management tools to maintain long term data storage to enable trend analysis for assessment activities.
Develop assessment data integration solutions.
Initiate action to secure facts and pertinent data, including observation.
Apply appropriate mathematical, statistical, econometric, and other methods and techniques to support timely, relevant data modeling and analysis.
Execute strategic assessment methodologies, evaluation criteria, and principles.
Plan and characterize future assessment projects, products, and presentations.
Develop, research, analyze, and articulate assessments results and recommendations based on solid analytical methods.
Document development of independent and objective analysis and assessment products for leadership.
Apply quantitative methods, statistical analysis, data visualization skills and tools, and models/simulations to solve problems and develop alternative solutions.
Extract the essence of complex problems, enabling rapid and effective solutions to provide recommendations in clear, non-technical terms.
Interpret new regulations and changes to regulations to distribute guidance among personnel throughout the organization.
Requirements

- This position requires that the employee occasionally travel away from the normal duty station up to 25% of the time.
- Ability to obtain and/or maintain a top-secret clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst (Global Integration) must be met first:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1). Serve as an Operations Research Analyst to generate studies in support of strategic analyses and assessments throughout the organization; 2). Apply a broad range of operations research and data analysis methodologies to provide leadership with recommendations to make decisions regarding how to enhance organizational readiness; and 3). Develop processes and mechanisms to align and cross-purpose assessment data.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
