This position is located at Departmental Offices, Deputy Assistant Secretary for Human Resources and Chief Human Capital Office. As a Human Resources Specialist, you will support the implementation of a Human Capital (HC) accountability system, as required by 5 CFR 250, which provides for assessment and evaluation of Departmental HC management activities, progress, and results, including compliance with relevant laws, rules, and regulations.
Duties
As a Human Resources Specialist, you will:
Lead or serve as a team member conducting Human Capital management evaluations, special projects, and studies of considerable scope and depth.
Assess organizational needs and readiness, make recommendations on major changes in work plans or operations, defend the rationale for decisions, and negotiate compromises among stakeholders throughout various levels of Agency management.
Serve as a technical expert on teams that are responsible for the evaluation of Human Capital services provided to the Department and independently plan and design the methodology needed to accomplish evaluation objectives using a data-based approach.
Act on own initiative to apply advanced knowledge, skills, tools, and techniques to analyze and advise on the development of HC management systems, national policy, and organizational designs and developments.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Leading human capital accountability reviews; AND
Presenting audit findings and recommendations to senior administrators.
Examples of qualifying experience include:
Leading human capital accountability reviews under the OPM Human Capital Framework (HCF), or under the former Human Capital Assessment and Accountability Framework (HCAAF), to ensure effective human capital policies, programs, and activities, compliance with merit system principles, and identifying and monitoring necessary improvements, operating in an organizational setting consisting of multiple bureaus with varied missions and hiring authorities; or
Leading a cross-functional team, developing assessment schedules and identifying needed resources, collecting and analyzing data, identifying program deficiencies and best practices; or
Communicating both orally and in writing to staff and senior management officials, and preparing written reports of findings, and recommendations
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
