The primary purpose of this position is to provide a variety of engineering services including infrastructure program development, technical surveillance, on-site construction management and planning and design of maintenance, repair, and support of the Maintenance Engineering mission.

Duties
Serves as the Base Civil Engineer and/or Operations Flight liaison for all installation activities for special engineering, programming, and feasibility studies relating to infrastructure maintenance and repair considerations.
Prepares designs and statement of work packages including complete set of plans, specifications, estimates and all other documents required by contracting for recurring and non-recurring work.
Serves as the Wing Engineering Technician responsible for the day-to-day overall management of one or more basewide programs such as the Base Roof Maintenance, Water Treatment, Backflow Prevention, and Cathodic Protection programs. Formulates and publishes wing policies, procedures, and standard operation instructions for the program and publishes guidance on how the Civil Engineer Squadron interfaces with the other organizations on base.
Reviews drawings, plans, specifications, and cost estimates prepared by engineering flight to ensure all planning, reliability and maintainability considerations are included.
Responsible for assisting and providing technical support to the base utilities engineer.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions,to include the Individual Occupational Requirements (IOR) for the GS-0802 Engineering Technical Series.
SPECIALIZED EXPERIENCE (FEDERAL EMPLOYEE): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes develops base design standards, operating procedures, and design guides relating to infrastructure programs for use by in-house engineers and architects and engineering firms under contracts with the base; knowledge of the methods and techniques of engineering principles related to facility maintenance, repair and construction practice and procedures.

EDUCATION: I have two full years of graduate education or a master's degree with major study in an appropriate field of engineering, construction, or industrial technology. Note: You must submit copies of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Creditable education will only be in excess of the first 60 semester hours of a course of study leading to a bachelor's degree which is creditable toward meeting the specialized experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Practical knowledge of the methods and techniques of engineering principles related to facility maintenance, repair and construction practice and procedures.
2. Practical knowledge of inspection practices and procedures in the facility maintenance industry.
3. Ability to read and interpret engineering and architectural plans and specifications and to review plans for constructability, maintainability, and reliability.
4. Ability to apply good judgment in the inspection procedures; ability to communicate well orally and in writing; ability to maintain harmonious relations with others.
5. Skill in using installed computer software; skill and accuracy in simple engineering and mathematical computations.
6. Practical knowledge of mechanical systems and facility layouts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
