Duties

You will review, monitor and maintain an up-to-date status of design, construction and testing relative to the contractor’s Integrated Master Schedules. You will assess the ability of the contractor to meet established schedule dates and production milestones as defined in the contract and contract schedules. You will perform independent estimates of percentage of physical progress of vessel completion utilizing a progress measurement plan and submits reports to assist in forming a Government position for making progress payments to the contractor. You will maintains the status of the 2-Kilos submitted for action in a computer database system and generates and distributes reports on 2-Kilos submitted for action and ensuring 2-Kilo work is properly completed. You will be responsible for procuring material and services for the accomplishment of waterfront changes up to $25,000 in total contract value in accordance with Command Waterfront Changes and Habitability Improvement Instructions. You will develop preliminary cost estimates for obligation purposes, investigates actual status of craft construction and fabrication, evaluates rework required, and evaluates the potential for contractor delay and disruption for proposed changes. You will meets with contractor representatives to reach agreement on the scope of the work and conducts negotiations reaching agreement on the price of the change. You will provide an evaluation of contractor production facilities as they relate to craft contract work, including the allocation of facilities by contract, craft manning, maintenance actions, plant equipment procurement and total yard productivity. You will perform special studies and investigations of craft construction problems and provides written accounts of results, recommendations, and impact. You will review and analyze contractor delay, insurance claims, events of potential delay claims for contract changes, and ECPs in order to support the Contracting Officer’s position relative to cost and schedule impacts.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
