Associate General Counsel for Acquisition Law & Intellectual Property
Duties
BASIC DUTIES AND RESPONSIBILITIES: Serves as the Division Chief, Acquisition and Fiscal Law. As the senior attorney for NGA in the acquisition and fiscal law practice areas, supervises all work performed by NGA attorneys in those legal disciplines. Supervises the rendering of expert advice on all questions of acquisition and fiscal law and the legal impact of acquisition and fiscal law policies on the NGA mission. Primary decision authority for legal interpretation of questions impacting agency major systems acquisition programs, multi-million/billion dollar procurements, fiscal and appropriations law, R&D initiatives, and competitive sourcing efforts. Oversees attorneys responsible for all contract law-related disputes and bid protests before the Government Accountability Office. Supervises all NGA attorneys representing NGA in external forums, to include providing litigation support to the U.S. Department of Justice in federal district court cases and other venues such as the U.S. Court of Federal Claims. Supervises staff attorneys assisting the General Counsel as NGA suspension/ debarment authority. Coordinates with the Inspector General regarding investigations and audits involving acquisition matters and procurement fraud. Represents NGA at internal and external senior-level meetings, working groups, and conferences, and coordinates NGA activities with other DoD, Intelligence, or Executive Branch agencies, and Congress, as appropriate. This position is located in the Defense Legal Services Agency (DLSA) with duty at NGA Washington or NGA St. Louis.

MANDATORY QUALIFICATION Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the following Office of Personnel Management (OPM) Executive Core Qualifications (ECQs), Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and Education Requirements, if required. This SOCQ Standard involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values. (Include as separate attachments, one page maximum per ICSOCQ)(1) Collaboration and Integration:IC Senior officers have a responsibility to share information and knowledge to achieve results, and in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks and alliances to achieve significant results. TECHNICAL QUALIFICATIONSIn addition to the Executive Core Qualifications the Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standards, which are mandatory for all DISL level positions, applicants will be rated on the TQ's identified below which are essential for successful performance in the position. These statements should be a narrative explanation of your relevant background and experience. They must show that your experience, education, and accomplishments reflect the competence and professional standing required to provide expertise required by this position. Technical Qualification Statements that do not clearly address the qualification criteria will not be adequate for evaluation. (Include as separate attachments, one page maximum per TQ.) The employee selected for this position must possess:1. Graduation from a law school accredited by the American Bar Association with an L.L.B. or J.D. and an active member in good standing of a Bar of the 50 states, the District of Columbia, or a U.S. Territory or Commonwealth, and at least seven (7) years of post-licensure practice as an attorney. While not mandatory, a postgraduate degree (LL.M.) in government procurement or fiscal law is desirable.2. Expert knowledge and experience in interpretation and application of federal government acquisition and fiscal law and regulations, to include significant experience involving source selections, formation, administration, claims, fiscal authorities, disputes related to government acquisitions, federal appropriations and budget processes, and the Congressional budget justification process, including coordination with the Office of Management and Budget. 3. A working knowledge of organizations, processes, programs, and policies of the U.S. Intelligence Community and the Department of Defense. 4. Demonstrated leadership and management skills to effectively and efficiently lead the people and operations of the NGA Acquisition and Fiscal Law Division, and contribute meaningfully to the leadership and management of the NGA Office of General Counsel, to ensure accurate and timely legal advice to enable the Agency's mission in compliance with the Constitution, Federal Law and applicable regulation and policy.5. Demonstrated superior ability to proactively: (a) evaluate pertinent facts and evidence; (b) interpret and apply law, rules, regulations, and precedents; (c) effectively communicate orally and in writing legal advice to senior officials; (d) mediate and resolve complex legal problems; (e) represent agency interests before external forms involving bid protests and contract disputes; (f) analyze cases with independent judgment and skill; and (g) deal effectively with individuals and groups.
