This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Human Capital and Talent Management, Workforce Planning, Policy & System Management at the U.S. Agency for International Development (USAID).
Duties
Serve as a senior HR Specialist, responsible for managing internal audits, supporting the development and maintenance of policies and other regulatory documentation, and collaborating with leadership and peers to conduct relevant studies and audits.
Use data and analyses to conduct audits and evaluations. Compare the results of audits and evaluations against those from similar organizations to identify variations, trends, or discrepancies.
Research and update Agency-wide policies, procedures, guidance, and program standards related to human resource management.
Examine program issues extensively, investigating the root cause of program errors and deficiencies. Provide guidance on addressing diverse, complex human capital issues impacting the Agency.
Plan and conduct pioneering analyses, evaluations, or investigations of critical program areas.
Work with managers, advising on the development of guidelines, staff utilization, and work coordination. Prepare points of view to be used in forecasting trends.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Conducting analyses and studies to address areas of critical importance in internal audit programs and major human resources processes; AND (b) Using gathered data and research to supports the development and interpretation of policy, legislative proposals, statutes, and regulatory issuances; AND (c) Providing a wide range of liaison and advisory services to support human capital strategic initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
