About the Position: ACC- Detroit Arsenal provides comprehensive acquisition, contracting, business advisory production support, and depot level maintenance services in acquiring, fielding, and sustaining Tank Automotive and Armaments Command (TACOM) Life Cycle Management Command (LCMC) systems and supporting requirements.#ACC-DTA
Duties
Serves as a Supervisory Contract Price/Cost Analyst (Team Chief) independently planning and coordinating the review requirements and determining the technical evaluation required.
Accomplishes the cost-price analyses, resolves controversial issues as to the reasonableness of the various cost elements,
justifies exceptions and formulates the final price negotiation positions.
Independently evaluates and recommends contractor forward pricing rate and/or final overhead rate settlement proposals, and, as required, conducts all negotiations of forward pricing rate agreements and final overhead rate settlements.
Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters.
Supervises a team of subordinate Contract Price/Cost Analysts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Business Travel is required 10% of the time.

Basic Requirement (IOR) for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Official Transcripts must be submitted with conferred date.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:
Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Applying cost and price techniques and practices to analyze cost elements and develop a Government Objective on a wide range of contract types, proposals, modifications, or terminations; 2) Analyzing contractors projected and actual costs for reasonableness; 3) Participating in the negotiation process as a technical representative and/or primary negotiator; and/or 4) Advising contracting officers and contract specialist of price/cost analysis report findings.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11).
