Duties

The Assistant Field Manager serves as a consultant, coach and supporter to facilitate problem solving and accomplishment of Field Office goals and programs for the multi-resources program and responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, leave programs, Equal Employment Opportunities (EEO), drug free workplace, overtime usage, suggestions, etc. Coordinates land and resource planning and management with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners. The incumbent is responsible for planning, organizing, implementing and evaluating a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources with a focus on fluid and solid minerals, realty, recreation, range management, hydrology, wildlife, and/or archaeology. Possess knowledge of natural resources programs in a multi-resource environment; interdisciplinary coordination, budgeting, procurement and staff development. Maintain contact and leading discussions with Federal, State and Local agencies. Lead or supervise a multi-disciplinary staff; applying the concepts, principles, and practices of multiple-uses land management in directing the use of public lands. Interpret existing laws and policies and manual instructions to accomplish a variety of technical and administrative tasks and decisions. Provide internal and external guidance on complex issues and policies.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) planning, implementing, and/or administering a natural resource program in a multi-resource environment involving the management of public lands; (2) managing or directing one or more natural resource programs within a multiple-use framework or natural resources management setting; (3) working with an established budget system; (4) managing public lands for multiple use, such as energy, mineral and renewable resources. (Note: Your resume must describe this experience, or you may be found ineligible). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the GS-12 grade level of this announcement.
