This position is in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Office of Collection, Open Source Intelligence Division (OSI).
Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Expected to report to work during Critical Emergent Incidents as a Mission Essential Employee
Qualifications
Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Provides a work environment free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace.
Coordinates and reviews the workflow products, and other day-to-day functions of a team of Collection Officers responsible for the collection and dissemination of Open Source information, in accordance with DHS I&A National and Departmental mission.
Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Serves as the independent technical authority for the organization. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent area of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization.
Specialized Experience:
To qualify for a GS-14 position, the candidate must possess at least one year of specialized experience, equivalent to the GS-13 level that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience is defined as: OSINT collection on current and emerging threats and ensuring the intelligence data is properly collected, exploited, and disseminated to supported organizations.
Such experience could be gained from: performing a wide range of all-source intelligence, collection, and operations planning, program assessment, and program management to provide a standardized integrated approach to gathering, documenting, processing, coordinating and disseminating a wide-range of products and notifications to departmental senior leaders, operators, and other security partners.
In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:
Expert knowledge of intelligence gathering and dissemination techniques in the area of threat assessment necessary to lead committees or teams and represent I&A in assessments of highly complex intelligence issues.
Expert knowledge of intelligence gathering and dissemination techniques necessary to participate in assessments of complex intelligence issues when working with partners in other intelligence specialty areas.
Expert knowledge of established databases and other sources of intelligence information.
Expert knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments and the Intelligence Community.
Expert skill in making formal presentations and representing I&A positions on intelligence issues and methods at forums at the highest levels of government or intergovernmental coordination.
