Duties
This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Technology Services Division (TSD), Business Systems Branch, Project Support Section in Jefferson, LA or Sterling, VA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Lead or assist in activities to initiate IT projects to include developing a project charter and stakeholder identification.
2. Direct and manage project activities to include performing quality assurance, acquiring and managing project team, distributing information, managing stakeholder expectations, and conducting and/or coordinating procurements.
3. Develop or participate in the development of acquisition strategy and acquisition plans for all assigned projects.
4. Ensure that IT Governance procedures are followed, and the Capital Planning and Investment Control (CPIC) requirements are documented, implemented and followed in accordance with OMB Circular A-11.
5. Provide updates, both orally and in writing, to all levels of management on the overall progress of projects and ensure integration with other systems engineering efforts throughout the Bureau, DOI, or Federal Government, as appropriate.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
Jefferson, LA - GS-14: $122,198 (Step 1) - $158,860 (Step 10) per annum
Sterling, VA - GS-14: $139,395 (Step 1) - $181,216 (Step 10) per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Qualification Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Qualification Requirements:
Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND at least one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:
Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates "state of the art" technology related to bureau requirements, seeking to drive innovation and efficiency into bureau processes.
Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to determine requirements and evaluate the effectiveness of existing and proposed systems and/or applications based on those requirements.
Oral Communication - This skill is generally demonstrated by assignments where the applicant cooperatively works with stakeholders to develop a mission-based course of action or to accept findings, recommendations, changes, or alternative viewpoints.
Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies issues and works with stakeholders to mitigate/remediate those issues taking into account technology and resource constraints.

(2) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Experience managing a variety of IT projects to include agile application development, cloud solution development and other technology related implementation for large enterprise-wide projects;
2) Working knowledge of Network Engineering and IT Infrastructure;
3) Experience managing investment effort(s) within large organizations including project planning, budgeting, business process re-engineering (BPR), and IT implementation; AND
4) Experience ensuring that effective contract solicitations are prepared including: requirements development, market research, Independent Government Cost Estimate (IGCE), clearly written performance work statements (or statement of objectives).
