This position is within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Technology Services Division in Jefferson, LA or Sterling, VA.
Salary Information
Jefferson, LA GS-15: $136,908-$177,978
Sterling, VA GS-15: $155,700-$183,500
First time hires to the Federal government normally start at the lower salary range of the grade level.
Duties
At the full performance level GS-15the major duties of this position include, but are not limited to the following:
1. As the Deputy and in concert with the Associate Chief Information Officer (ACIO), directs, plans, and supervises the Division operations.
2. Assists the ACIO in managing priorities, overseeing a geographically dispersed information management technology (IMT) operation and personnel, communicates assignments and views from the ACIO to other office directors, determines meeting agendas, and monitors controversial issues which need the ACIO's attention.
3. Monitors, coordinates, evaluates, and provides top-level guidance and direction to the performance of IMT programs.
4. Analyzes the impact of changing priorities and missions of the Department and Bureau to assess the implications of such changes on human, financial, information, and material resources; and coordinates necessary planning and implementation activities in an integrated manner with all affected organizations.
5. Represents BSEE on Departmental matters. In the absence of the ACIO, serves to provide continuity in IMT under the authorities delegated to the ACIO by the CIO.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. *A remote work situation is not an option.

Qualifications
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
Basic Qualification Requirements:
Applicants applying for the GS-15 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:
Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates "state of the art" technology related to bureau requirements, seeking to drive innovation and efficiency into bureau processes.
Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to determine requirements and evaluate the effectiveness of existing and proposed systems and/or applications based on those requirements.
Oral Communication - This skill is generally demonstrated by assignments where the applicant cooperatively works with stakeholders to develop a mission-based course of action or to accept findings, recommendations, changes, or alternative viewpoints.
Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies issues and works with stakeholders to mitigate/remediate those issues taking into account technology and resource constraints.

Specialized Experience:
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Demonstrated expertise and skill in IT operations, including infrastructure and architecture, applications development, re-engineering business processes, networks, sourcing alternatives, and computer and auxiliary operations and support;
2. Demonstrated expert application of knowledge of the Federal Information Technology Acquisition Reform Act (FITARA), the Federal Information Security Management Act (FISMA), and other associated regulations and the implementation thereof;
3. Demonstrated expertise and experience with capital planning and developing and managing IT budgets and spending plans for large, complex IT projects;
4. Demonstrated exceptional skill and ability to manage and lead a diverse workforce, geographically dispersed across the United States, in support of mission objectives;
5. Demonstrated skill and ability to interact with all levels of management, including senior departmental and other federal officials; AND
6. Demonstrated proficiency with new technologies, platforms, and emerging technologies.
