This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Open Source Intelligence Division (OSI).
Duties
In this role as an Open Source Collection Officer, you will be required to serve as an Intelligence Research Specialist conducting research, responsible for supporting ongoing highly complex intelligence collection, and dissemination activities. support and collaborate the work of senior and subordinate Collection Officers and act as member for your assigned unit. This position performs a range of substantive intelligence operations duties applying an expert knowledge of advanced intelligence gathering and dissemination methods.
The mission of I&A's open source program is to collect publicly available information based on prioritized collection requirements to produce timely and effective intelligence reporting and inform leadership regarding threats related to individuals, groups, and/or events, both foreign and domestic, which meet national and departmental analytic requirements through experienced tradecraft and enhanced capability. OSI is composed of open source collection officers and works closely with the Intelligence Community, analytic Mission Centers, including the Intelligence Watch and Coordination Center, DHS Components, and other federal partners to provide a premier intelligence collection capability to support Department of Homeland Security Missions and drive Open Source Intelligence.
MAJOR DUTIES:
The incumbent serves as a Intelligence Operations Specialist is responsible for supporting ongoing highly complex intelligence collection activities. Identifies and researches requirements, directives, intelligence databases, and various ancillary sources to gather and disseminate intelligence information in support of ongoing or emerging intelligence program or project requirements. Develops, coordinates, and maintains homeland security related collection strategies, plans, and postures.
As an Intelligence Operations Specialist -, GS-0132-07/09/11/12/13, your typical work assignments may include the following:
Requirements
- Must be able to hold a TS//SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must maintain a current certification in one of the following: Certified Ethical Hacker or Certified Information Systems Security Professional.
- Overtime may be required in response to a significant event.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
Specialized Experience:
To qualify for the GS-0132-07/09 grade level, you should possess one year of specialized experience with knowledge, skills, and abilities to perform the duties of this job such as:
1. Knowledge of intelligence collection techniques, processes.
2. Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers.
3. Ability to effectively communicate both orally and in writing.

To qualify for the GS-0132-12 grade level, you should possess one year of specialized experience equivalent to the GS-11 grade level in the federal government, with knowledge, skills, and abilities to perform the duties of this job such as:
1. Knowledge of intelligence collection techniques, processes, systems, and sensors.
2. Knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community.
3. Knowledge of DHS homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community.
4. Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers.

To qualify for the GS-0132-13 grade level, you should possess one year of specialized experience equivalent to the GS-12 grade level in the federal government, with knowledge, skills, and abilities to perform the duties of this job such as:
1. Expert knowledge of intelligence collection techniques, processes, systems, and sensors.
2. Expert knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community.
3. Expert knowledge of DHS homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community.
4. Skill in making formal presentations and representing I&A positions on intelligence issues and methods at forums at the highest levels of government or intergovernmental coordination.
5. Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers.
6. Ability to effectively communicate, coordinate with, and advise senior DHS officials, management officials, program managers, specialists, contractor personnel, and representatives of other agencies for the purpose of reconciling differing or conflicting viewpoints; organizing information and presenting statements of position; and presenting information succinctly and clearly.
