This position is located in the Health Information Management (HIM) section, Health Care Administration Service, at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The Lead File Clerk position is to lead a team of non-supervisory employees in accomplishing work and to perform work that is of the same kind and level as the highest level of work accomplished by the team led.

Duties

Major Duties: Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Promptly informs Supervisor of any unusual complex or problem situations confronting the daily unit operations that cannot otherwise be resolved. Prioritizes work to meet deadlines. The incumbent is responsible for investigating and correcting problems with records received from within the medical center and other facilities, identifying and suggesting solutions to problems with the transferring and receiving of information to or from other VA facilities. Fully protects the confidentiality of customer information, access to computer files and release of access codes, according to established guidelines and policy. Checks work in progress or spot checks work not requiring review, and reviews completed work to see that the supervisor's instruction on work sequence, procedures, methods, and deadlines have been met. The incumbent utilizes a personal computer to retrieve electronic documents and files, performs data entry, compose, edit, transmit and receive correspondence. Distributes and balances the workload among staff to ensure timely processing and to ensure that each employee has enough work. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities. The incumbent follows all policies, Medical Center Memoranda (MCM), and Veterans Health Administration (VHA) directives related to the filing and scanning of documents and records. Ensures privacy and security regulations are followed when working with printed and electronic files. Provides guidance and technical direction for accomplishing the work of the unit or team. Ensures the work assignments of employees in the unit or team are carried out. Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. Gives on-the-job training to new employees in accordance with established procedures and practices. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide guidance and technical direction to staff; monitor and distribute workload to staff; ability to effectively utilize Microsoft Excel and other computer applications; skilled in generating a variety of reports and entering data into medical records; knowledge of medical terminology OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school (Transcripts Required).. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond completing bachelor level education, in excess of the first 60 semester hours, (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience (Transcripts Required). You will be rated on the following Competencies for this position: AccountabilityApplies Technology to TasksAttention to DetailClerical Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires long periods of standing, walking, bending, stooping, reaching, pulling, or carrying of objects such as files. There is occasional lifting and carrying of such items as record boxes, paper boxes, and bulking files (under 50 pounds).
