The Management Analysis/Change Management Agent position operates independently to support the Director's Office of the Louisville VA Regional Office with an emphasis on change management strategies and information security techniques to communicate with internal and external audiences.

Duties

Major duties and responsibilities include, but are not limited to: Create and implement change management strategies and plans which maximize employee adoption and usage and minimize resistance. Manage projects requiring coordination with various organizational units through all phases to meet milestones and hard deadlines. Provide support the design, development, delivery, and management of communications. Provide input, document requirements, and support the design and delivery of training. Research and gather information and provide recommendations to assist leadership in streamlining and improving processes. Portray a positive attitude towards responsibilities; remain consistently courteous, respectful, dependable, and cooperative in nature; communicate tactfully when corresponding or communicating with leadership, peers, co-workers, Veterans, and other internal and external stakeholders; and contribute positively to the overall effective operation of the office. Serves as a liaison between the Implementation Center (IC) and the RO. Makes recommendations to the IC that may influence VBA policy and may change the direction of the agency's strategic plan and implementation of initiatives. Utilizes statistical analysis, and/or other techniques designed to-effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director. Partners with the project management team, OI&T, the IC and appropriate business lines to develop change management plans for each project; evaluates and positively influences roll out timing and scope to suit business needs; ensures that appropriate business lines are engaged in change management planning; provides detail input to project implementation plans. Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives. Assists in the formulation of action plans to track the RO progress with respect to implementation goals and facilitates work or program reviews to improve results. Responsible for continuous communication of results to Director, Management, and the IC. Provides support and recommends solutions to the Director on significant issues that included, but are not limited to process improvements, policy development and implementation, station issues, RO goals and VA Central Office, and Office of Field Operations and the IC. Prepares for the Director's review and signature, a variety of memorandums, letters and other written communications. Works with the Training Manager by assisting in the preparation and review of the training program. Works with HR Specialist in the formulation of particular plans and activities to support project implementation. Also, assists in ensuring that necessary resources available. Participates in the meetings with union and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact to staff. Completes, with minimum supervision, as hoc assignments as required. These requests are frequently general and unstructured, but priority in nature. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 07/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience leading or participating in projects charged with diagnosing problems within the organization and making determinations on what drives these issues; experience implementing plans and means to achieve change as well as providing training and education on new organization initiatives; or experience assessing the effectiveness of new processes through data analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Some walking is required for the tasks concerned.
