The CPAC provides a broad range of business services in support of VA Medical Center operations that include Billing; Collections; Customer Service; Financial reporting; Insurance Identification and Verification; Patient Access (Pre-Registration. Registration; Pre-Certification; Scheduling; and Utilization Review); and Quality Assurance. This position is located in Las Vegas, Nevada.
Duties
The Supervisory Financial Administrative Specialist (Billing) serves as a Supervisor in the Billing Department and reports directly to the Billing Manager falling under the chain of command of the Chief Operating Officer (COO). This position is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.
Duties include but may not be limited to the following:
Ensures that all billing information entered and maintained in the automated billing system is timely and accurate. Investigates gaps in support of billing functions for improved outcomes and presents solutions to Billing Manager. Establishes and maintains effective working relationships with internal and external customers.
Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements.
Monitor and evaluate administrative activities.
Directs, coordinates and/or oversees work performed by subordinate staff.
Plans work to be accomplished by subordinates while establishing and adjusting short-term priorities and deadlines as needed.
Observes staff performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday- Friday, 8:00am- 4:30pm

GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS -07 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level.
Examples of specialized experience would typically include but are not limited to:
Reviews health insurance policy provisions to identify and comply with individual plan requirements.
Establishes and maintains effective working relationships with internal and external customers.
Monitor and evaluate administrative activities.
Plans work to be accomplished by subordinates while establishing and adjusting short-term priorities and deadlines as needed.
Present recommended enhancements to department processes and tools in regard to productivity and workflow.

Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's degree or equivalent graduate degree, or (2) two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work

Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, which may be used to meet the experience requirements for GS-09 position.?

Provides regular and timely positive feedback and constructive criticism on productivity, quality, teamwork, and prioritization.
Plans and organizes work activities for staff.
Ensures outpatient and pharmacy encounters are manually added to Claims Tracking.
Monitors key reports such as Daily Billing WIP, Billed Revenue, Review Bill Me, and Claim Scrubber Usage.
Runs daily report to capture billed revenue and any deficiency trends/increases.
Documents staff Billing productivity and hours worked then elevates findings and plans for remedial action to the Billing Manager.
Runs report to identify re-coded inpatient cases, which may require corrective action.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
Work Environment: Work is performed in an office setting.
