This position is located within the Department of the Interior, Oil Spill Preparedness Division (OSPD) Response Research Branch (RRB), Response Research Section, Sterling, VA. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This vacancy may be used to fill additional positions as vacancies become available.

Duties

At the full performance level GS-14the major duties of this position include, but are not limited to the following: 1. As the Research and Technology Transfer Manager, the incumbent provides authoritative advice on the science and/or engineering associated with offshore oil spill prevention, planning, preparedness, intervention, containment, response, and on technology transfer and advancement initiatives to senior agency staff, Federal and state agencies, offshore operators, and the response community. 2. Serves as OSPD's subject matter expert regarding Technology Transfer authorities and regulations that may affect the Oil Spill Response Research (OSRR) role within the Program. Maintains broad awareness on all research portfolios in the Oil Spill Preparedness Division, including containment and mechanical cleanup; in-situ burning; dispersants; and remote sensing. 3. Manages the development and implementation of OSPD Technology Transfer initiatives and policies. Develops and conducts educational programs to train scientific and administrative staff about technology transfer issues and authorities. 4.Serves as the COR for science-based oil spill research projects or other contracts within the division; writes and reviews scientific aspects of statements of work (SOW) and/or statements of objectives (SOO). 5. Conducts market research; prepares government cost estimates and purchase requisitions. Provides technical and scientific evaluation of vendor proposals. Salary Range Information: GS-14: (Step 01) $139,395 - (Step 10) $181,216 per annum First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: NOTE: Transcripts are required to verify Basic Education Requirements. 0801 - General Engineer: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience --college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following listed in the link below: 1301 - Physical Scientist: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience: A combination of education and experience-- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience level advancing policies and procedures, relevant to high Technology Readiness Levels (TRLs) and coordination with solicitors regarding patent and licensing applications related to offshore spill response, techniques and technologies. 2. Experience planning and executing offshore scientific expeditions relate to oil spill response. 3. Experience with water and chemical sampling onboard ocean research vessels, including collection, handling, storage, custody requirements; instrumentation deployment, and retrieval logistics; and other oil s pill response technologies, such as skimmers and booms during offshore field trials and response incidents.
