DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Renewable Energy Operations (REO).
This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station and salary will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. The incumbent is an authority on Office of Engineering and Technology (OET) goals, objectives, long-term outlook, processes, and policies for renewable energy programs and an expert on technical and regulatory matters regarding the development of offshore renewable energy.
2. Leads staff in BSEE's engineering review of renewable energy industry submittals (e.g. construction and operations plans, facility design reports/fabrication and installation reports, project modifications and repairs, CVA reports) for conformance with standards, best industry practices, regulations, plan approvals, and lease stipulations.
3. Oversees REO engineering staff for timely and coordinated reviews of industry submittals with renewable energy environmental and engineering staff. Ensures integration of information between OET and environmental management and safety staff under REO for a holistic approach, incorporating renewable energy operation and environmental specialists and engineering staff's specialized knowledge when evaluating the practicality and effectiveness of the design.
4. Provides expertise in the preparation and technical, regulatory, and safety review of submittals for OCS renewable energy facilities and systems. Reviews comments and recommendations made by subordinate engineers, advises on needed changes, and provides plan approvals.
5. Provides subject matter expert engineering recommendations to BSEE management concerning the development and implementation of rigorous safety and environmental oversight of the offshore renewable energy industry, including the evaluation of new technologies, safety and design standards, and national and international incident, near miss and other relevant data.
The BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-15: $143,736-$186,854 per annum Rest of United States.
GS-15: $163,964-$ 191,900 per annum Sterling, VA
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
0801-General Engineer
You must meet the description in either A or B below to qualify for this position:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (2) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Creating and implementing energy programs and policies;
2) Developing recommendations based upon research to support the formulation of policies and procedures associated with energy;
3) Preparing and delivering comprehensive, authoritative reports, studies, and presentations to senior management on energy; AND
4. Coordinating and reviewing the work for an interdisciplinary team.
