You will serve as a HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL), for COMMANDER, NAVY REGION MID-ATLANTIC (CNRMA) of COMNAVREG MIDLANT NORFOLK.
Duties
You will provide authoritative advice to all levels within the command on specific and command-wide issues that impact Employee Relations functions and programs related to conduct, performance, attendance, and dispute resolution.
You will conduct extensive research, investigate, and analyze facts to identify obscure or underlying causes of misconduct or poor performance that are systematic problems in the agency.
You will propose solutions to a broad range of HR Labor issues that are characterized by their importance, and severity and for which previous studies and established techniques are frequently inadequate.
You will advise negotiating committee members on the interpretation and applicability of arbitration decisions and precedent decisions to local situations.
You will conduct studies to develop management interests and respond to union interests, which can have a significant impact on production, involve large number of employees, involve interrelated issues and can be of considerable cost if unresolved.
Requirements

Qualifications
For the GS-13:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Using a broad knowledge of labor relations laws, policies, regulations, precedents, advanced Human Resources Management principles, Federal Civil Service statutes, regulations, and administrative law sufficient to develop Command policies and guidance; 2) Conducting extensive probing and analysis to identify obscure or underlying causes affecting the agency regarding misconduct or poor performance. 3) Communicating agency[1]wide labor relations policies and procedures to commands; 4) Utilizing negotiation techniques in order to gain acceptance from management and union officials on implementation of study recommendations, program goals and objectives, recommended enhancements and improvements resulting from labor and employee relations and related projects and complex studies; and 5) Designing complex special projects (i.e., labor and employee relations, planning or wide scale changes in mission, workforce reductions, reorganizations, geographic work shifts, changes in skills and technology, events that profoundly affect the Command) to develop and evaluate proposals and initiatives to improve the effectiveness and efficiency of Command Performance. For GS-12:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; 2) Assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Developing new or modified HR work methods, approaches or procedures for delivering effective HR services to clients; 4) Advising management regarding negotiability determination and participating in negotiation sessions; and 5) Providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals.
