This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the U. S. Army Corps of Engineers, Memphis District, Operations Division, Navigation Branch, Motor Vessel Grugett, Memphis, TN. Duty location is Ensley Engineer Yard.
Duties
Performs handling and fastening lines to moor plant and to make tow
Performs assigned tasks to assist in replacing heavy cables on vessels and floating derrick
Attaches cables and slings to equipment and materials to be lifted with cranes or floating derrick
Splices cables and lines.
Performs routine manual laboring duties such as preparing surfaces to be painted by chipping, scaling, and removing old paint.
Handles tow lines while moving barges and/or other floating plant along docks or in fleet anchorage area.

Qualifications
Work schedule: This position requires frequent mandatory overtime and weekend work, and occasional shift work. During towing season the work schedule is 12 hour shifts. During Lay-up work schedule is 40 hours a week.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Deckhand without more than normal supervision. Performing a variety of work involved in the maintenance and repair of the deck and general housekeeping functions on dredges, towboats, barges, or other floating plant vessels. - Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Physical effort is required in the handling of heavy equipment, and machinery. May lift up to 50 pounds or more. Work may involve long periods of standing, lifting, climbing, and walking. May be required to wear respiratory projection.
WORKING CONDITIONS: Works both inside and outside during a variety of weather conditions and climates, including extremes of heat and cold and heavy rainfall. There is a danger of slipping from floating plant into water with possibility of physical injury or drowning. On-shore work may involve working in mud, snow, or ice, in dirty or cramped situations.
