This position is located in the Bureau of Global Public Affairs, Foreign Press Center (GPA/GM/FPC). The incumbent serves a Digital Media Administrator, serving as a broadcast studio engineer, with responsibility for planning, organizing, and overseeing all technical elements of in person and virtual programs and digital video productions, including selecting, operating, and maintaining a wide range of broadcast equipment and digital video streaming and encoding systems.
Duties
Serves as the briefing room and studio engineer and the primary point of contact for the Foreign Press Centers on all matters pertaining to the technical aspects of designing complex, broadcast and live streaming video productions and capabilities.
Oversees the production of prerecorded and live IP based video programs, live and prerecorded media events.
Coordinates with technical production staff and contractors and associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production.
Provides advice to senior Department leadership, office management, and relevant Department stakeholders, IRM and Executive IT Office, and Video Office counterparts on the technical production capabilities of the Foreign Press Centers.
Maintains and updates the inventory of A/V equipment, computers, software, and other information technology assets related to A/V operations.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience working with/on a team to develop digital media events or products intended for foreign audiences.
Experience operating audio/visual studio equipment and software used for live streaming of media events, to include but not limited to: audio engineering mixing boards, encoders, routers and control systems.
Experience providing recommendations regarding online distance communication technology hardware/software.
There is no substitute of education for specialized experience for the GS-13 position.
