About the Position: This position is located with the US Army Engineer District, Los Angeles, Operations Division, Emergency Management Branch, Los Angeles, CA. Recruitment/Relocation incentive is not authorized. Student loan repayment is not authorized.

Duties

Serves as the Emergency Operations Center (EOC) coordinator, responsible for the operational readiness of the District EOC. Develops, updates, and implements EOC Standard Operating Procedures to insure smooth operations of the EOC, including secure communications. Provides support to either the NEPP or Natural Disaster Programs; activates the EOC and performs various tasks to facilitate data collection and distribution, preparation of messages and situation reports. Develops and maintains and Emergency Response Personnel Roster and serves as the Overseas Contingency Operations program manager for the District. Primary lead for the Deployable Tactical Operations Systems (DTOS) and team. Assists the Flood Control and Coastal Emergencies (FCCE) and National Emergency Preparedness Program (NEPP) Program Managers with implementation of their programs.

Requirements

  • Must obtain Government Purchase Card/GPC within 12 months.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a valid state driver's license.
  • Required to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience which includes: tracking the operational readiness of personnel and equipment and working under minimal supervision to maintain emergency preparedness or participate in emergency response. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Emergency ResponseIncident ManagementPlanning and EvaluatingStress Tolerance Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
