About the Position: Serves as Emergency Management Specialist for the National Disaster Program for the Los Angeles District, developing plans and assuring implementation of emergency policies and procedures in accordance with applicable regulations. Duties

At the GS-11 grade level, the duties are developmental in nature leading to the full performance level of GS-0089-12. The duties are described at the GS-12 level. Plan for/coordinate preparedness/operational programs designed to provide action during event of mobilization: national emergencies: continuity of operations; natural disasters; technological emergencies; emergency employment of Army resources. Develop and/or assist with the development of the Districts All Hazard Plan, Continuity of Operations Plan (COOP), Recovery Plan, EM Training and Exercise Plan, Hazard Mitigation Plan, and EM Strategic and Program Management Plan Represent the District on committees and at conferences to formulate national emergency policies and determine support requirements and services to be provided by the District. Evaluate state and local emergency agency policies and regulations. Maintain contact with other agencies such as State Area Commands, DOD installations, state and local emergency officials and elected officials to ensure that Corps emergency authorities and capabilities for support remain current. Develop plans for the Alert Notification System: alternate headquarters; alternate EOC, building evacuation; civil disturbances; and radiological monitoring/detection; and other natural and/or man-made hazards. Manage emergency operations activities during actual emergencies. Manage emergency funding requirements relating to the District's emergency response and recovery operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Key Position= position shall not be vacated during a national emergency or mobilization without SERIOUSLY impairing the capability of the parent Federal Agency or office to function effectively. Incumbent may not be an active Reservist
  • Mission Essential= position is needed to ensure the continued operation of mission essential functions of an activity, as defined in DoDI 3020.42.
  • A Secret Security clearance must be obtained.
  • Incumbent must be deployable on TDY assignments to any area in the USACE impacted by a natural disaster or National security emergency. Deployment normally last 30 days real time but may be extended based on the specific situation.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management, Public Administration, Public Safety, Safety Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12Specialized Experience: One year of specialized experience which includes planning and conducting emergency management exercises AND participating in the oversight of deployment operations in support of emergency circumstances AND writing plans to address hazard/emergency preparedness or responsiveness during natural or man-made catastrophes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). ???????Some federal jobs allow you to substitute your education for the required experience in order to qualify. At the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
