Serves as a Supervisory Human Resources Specialist for the National Highway Traffic Administration (NHTSA), Department of Transportation (DOT), Office of Human Resources (OHR). The incumbent of this position serves as the Supervisory Human Resources Specialist, responsible for administrating and overseeing the benefits, systems, and HR processing within NHTSA.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience in providing advisory services and technical guidance on health benefits, life insurance, the Thrift Saving Plan, Long Term Care, and Flexible Spending Accounts, and retirements.
Experience in quality review/approving of a variety of personnel transactions including appointments, separations, promotions, duty assignments, transfers, awards, leave, and retirements, etc.
Experience resolving pay or complex personnel actions using gathered data to supports the solution/recommendation.
Skill in evaluation, analyzing facts and conducting research, determining appropriate recommendations for unresolved or questionable problems, performing follow-up; and preparing detailed responses and reports.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to review and advise on health benefits, life insurance, the Thrift Saving Plan, Long Term Care, and Flexible Spending Accounts, and retirements.
Knowledge of and ability of quality review of personnel action for processing and recordkeeping.
Skill in developing short and long-range program plans, goals, guidance, and/or trainings for human capital benefits, systems, and personnel actions.
Skill in communicating, both orally and in writing, to provide consulting services to senior leadership, employees, and staff; lead team projects and studies, negotiate complex, controversial issues; provide information briefings to include options and recommendation to high level management; and establish and maintain effective and positive working relationships.
